Program Analyst

General Description\n

The Program Analyst supports a professional project management organization with metric development, data capture and analysis, report development and performance communication on DoD programs. The Program Analyst performs quantitative and qualitative analysis of current and future contract performance. The successful candidate can provide up to Earned Value Management analysis of project performance. The Program Analyst supports development of policies and procedures and training for Project Management personnel.

Duties\n\nWork closely with project stakeholders to understand their needs, objectives, and challenges.\nElicit, document, and analyze project performance reporting requirements, processes, and workflows.\nTranslate requirements into clear and concise functional specifications for technical teams.\nCollaborate with technology teams to design solutions that meet project reporting needs.\nCreate reports, dashboards and visualizations to help others understand business performance.\nPerform data discovery, analysis and modeling.\nDevelop and maintain reporting metrics, tools, and reports.\nPropose innovative and practical solutions to address business challenges.\nEnsure that proposed solutions align with the organization's strategic goals and technological capabilities.\nServe as a liaison between Program Department stakeholders and technology teams.\nCommunicate complex technical concepts to non-technical stakeholders.\nPresent findings, recommendations, and project updates to various audiences.\nCreate detailed documentation including business requirements and process flows.\nMaintain accurate and up-to-date project documentation throughout the project lifecycle.\nMonitor project progress and identify potential risks or deviations from the plan.\nEnsure that delivered solutions meet the specified requirements and are of high quality.\nIdentify areas for process optimization and efficiency enhancement.\nRecommend process improvements and assist in their implementation.\nOther duties may be assigned.\n\n

Education\/Experience Requirements\n\nBachelor's degree in Business Administration, Information Technology, or a related field (Master's degree is a plus).\nProven experience as a Program\/Project Analyst or in a related role.\nStrong analytical, problem-solving, and critical-thinking skills.\nExcellent communication and interpersonal abilities.\nProficiency in requirement gathering techniques, process modeling, and documentation.\nFamiliarity with project management methodologies and software development lifecycle.\nAbility to collaborate effectively with cross-functional teams.\nKnowledge of relevant tools such as Microsoft Visio.\nCertification in Business Analysis (e.g., PMI-PBA, CCBA) is advantageous.\nIntermediate to Proficient computer skills; specifically using MS Office Suite; ability to learn additional computer skills or software programs.\nProfessional customer service skills, including active listening, prompt service, and follow-up.\nHigh degree of self-motivation and the ability to work independently.\nMust be able to obtain and maintain a secret clearance. \nWe maintain a drug-free workplace and perform post offer, pre-employment substance abuse testing.\n\n
