PROGRAM ANALYST (ACQUISITION)

The primary purpose of this position is: Serves as the Senior Resource and Acquisition Specialist for the Director. Responsibilities include advising senior leaders, and budget analyst on the fiscal and acquisition programs. Applies subject matter expertise and knowledge of assigned missions to oversee the formulation and execution of the fiscal and acquisition programs. Responsibilities Serves as the Directorate's principle advisor and subject matter expert for acquisition and contract management. The incumbent is responsible for oversight of an acquisition and contract management program that thoroughly documents requirements, applies innovation and resourcefulness, and takes preventive or corrective actions necessary to achieve desired outcomes. Routinely interaction with appropriate USCENTCOM Command staff, program managers, contracting officers and other government agencies and key stakeholders to verify contracts are effectively and efficiently achieving operational and strategic requirements. As the lead Directorate financial manager for multiple specialized programs, oversees and performs annual budget formulation, allocation and execution procedures/processes involving complex assessments and detailed analyses to address assigned missions and achieve operational priorities. Directly and indirectly oversees and provides technical advisement to military and DoD civilian personnel in all aspects of the Planning, Programming, Budgeting, and Execution (PPBE) of the Directorate's financial management program. Represents CCJ3 with a variety of cross-functional events and organizations. Establishes, develops, and maintains effective working relationships with USCENTCOM Directorates and Special Staff, and external activities and offices, such as Office of the Secretary Defense, the Joint Staff, Combatant Commands, Interagency Activities, Contracting Offices (i.s. Wing, GSA), USCENTCOM components, deployed Task Forces to execute courses of action which support a wide range of USCENTCOM missions. Researches project issues, analyzes options, prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to resolve controversial matters and improve overall acquisition and fiscal planning and execution of assigned program(s). Stays abreast of Directorate missions and priorities to continually evaluate the effectiveness of assigned programs in achieving operational and strategic objectives. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes performing mastery of a wide range of qualitative and quantitative techniques to conduct complex acquisition and financial studies and develop methods and techniques to improve program effectiveness. Knowledge on the regulations, legislation, statutes, policies, directives and authorities applicable to a wide range of specialized programs (i.e. Humanitarian Assistance, Counter Drug, Ex Gratia, DoD Rewards, Sensitive Activities, and Force Protection) to appropriately advise on the execution of programed funding. Skill of analytical capability and be able to deal effectively with persons across multiple related disciplines such as program Management, Contracting, Civilian Personnel, Manpower, Human Resources, as well with personnel in industry and officials at higher headquarters. Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and severe command operational and contingency areas. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD, Joint Service, and agency management principles, concepts, and methodologies including; the manpower determinant development and requirements process, financial management directives, manpower and organizational concepts, procedures, guidance, and policy. 2. Knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques to advise and support program managers through pre-award and post-award activities for a variety of complex and/or diversified services and commodities. 3. Knowledge and understanding of agency, DoD, Office of Management and Budget (OMB), and Congressional budget formulation and execution processes and the ability to develop budgetary policy and assist other program managers and other analysts in the formulation of budget estimates. 4. Knowledge of the principles, methods, and tools used for data analysis and risk assessment and mitigation, including assessment of failures and their consequences. 5. Knowledge of government contracting methods and types to formulates objectives and priorities and implement and maintain acquisition plans and programs consistent with the long-term interest of the organization. 6. Skill to plan, interpret, optimize and manage the integration of data across multiple platforms for the purpose of tracking resources, resolving complex issues, formulating long-range plans and recommendations and reporting information to inform senior leader decision making. Ability to communicate both orally and in writing with technical accuracy to discuss and negotiate complex issues at the senior executive levels of Command. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: 1. Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. 3. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. 4. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. 5. The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually in accordance with the Joint Ethics Regulation. 6. Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year. The position requires availability for rotating one-hour recall 24/7 to respond to crisis action planning or work extensive hours. 7. Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. May require operation in both field conditions and a combat zone. 8. Incumbent may be required to perform periodic TDY (CONUS and OCONUS) in commercial and military aircraft.
