Summary This position is located in the Department of Homeland Security (DHS), Office for Civil Rights and Civil Liberties (CRCL), Compliance Branch. The primary purpose of this position is to manage the allegation intake process, reviewing, analyzing, and assigning allegations submitted by the public raising possible civil rights and civil liberties violations by DHS employees, programs, or activities. Non-BU: This is a non-bargaining unit position. Responsibilities As a Program Analyst (Intake Coordinator), GS-0343-9/11, your typical work assignments may include the following: Reviewing, analyzing, and prioritizing incoming correspondence, including being responsible for monitoring and reviewing email, postal mail, web portal submissions, and faxes. Assigning incoming matters to process and liaising with colleagues and subject matter experts from CRCL and other DHS components to coordinate appropriate action on correspondence received by Compliance to ensure timely response. Communicating information both orally and in writing to a variety of audiences, preparing well-written summaries, and ensuring that requested follow-up occurs. Providing written and/or oral briefings for senior management and leadership on intake processing developments and outcomes. Participating in data integrity reviews of correspondence intake in the Compliance complaint database. Requirements Conditions of Employment Qualifications GS-9 LEVEL: You may qualify at this grade level by meeting one (1) of the following below: SPECIALIZED EXPERIENCE To qualify for the GS-9 you must have at least one (1) year of specialized experience equivalent to the GS-7 grade level or equivalent public or private sector experience. For this position, specialized experience is defined as: Review, analyze, and prioritize incoming correspondence, including being responsible for monitoring and reviewing email, postal mail, web portal submissions, and faxes. Assign intake processors with incoming matters to process and liaise with colleagues and subject matter experts to coordinate appropriate action on correspondence to ensure timely response. Communicate information both orally and in writing to a variety of audiences, prepare well-written summaries, and ensure that requested follow-up occurs. Provide written and/or oral briefings for senior management and leadership on intake processing developments and outcomes. Participate in data integrity reviews of correspondence intake in the complaint database. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE You may substitute education for experience at this grade level by possessing one of following: A master's or equivalent graduate degree. 2 full years of progressively higher-level graduate education leading to such a degree. LL.B. or J.D., if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 18 graduate level credits). NOTE: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the next grade level. You must submit a copy of your transcripts for review. GS-11 LEVEL: You may qualify at this grade level by meeting one (1) of the following below: SPECIALIZED EXPERIENCE To qualify for the GS-11 you must have at least one (1) year of specialized experience equivalent to the GS-9 grade level or equivalent public or private sector experience. For this position, specialized experience is defined as: Analyze incoming information tasked for processing, which includes processing complicated matters, issue spotting, drafting clear and concise summaries, and presenting matters at weekly meetings. Assist leadership by providing accurate information regarding incoming correspondence, complaint data, and other information pertaining to the intake process. Assist and support internal staff with compiling data needed for processing complaints. Provide information to leadership to respond to inquiries from departmental offices dealing with the status of priority correspondence. Provide orientation, training, and guidance to staff about the intake process. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE A Ph.D. or equivalent doctoral degree. 3 full years of progressively higher-level graduate education leading to such a degree. LL.M., if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits). NOTE: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the next grade level. You must submit a copy of your transcripts for review. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
