The Security and Resilience practice at ICF is seeking a cleared Program Analyst to support provide support to the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Industry Partnerships (OIP). This role has a hybrid work schedule, mostly remote with the requirement to attend client meetings in Washington, DC as needed.
Responsibilities
The Program Analyst will support S&T’s technology transfer activities by advising on federal technology transfer policies, developing technology transfer training curriculum, monitor technology transfer laws for federal laboratories, and review federal best practices. Recommend and advise on program development and administration, to include improvements and optimization, through review of materials and discussion with the Cooperative Research and Development Agreement (CRADA) Program Manager (PM).
Duties include:
Update and maintain template documentsPrepare internal and external program/project documents, including documentation for project sites, and correspondencePrepare draft programmatic and technical slide presentations, white papers, and other documentation to support meetings, briefings, technical reviews, and presentations to senior leadershipDevelop program documentation for unique S&T events and processes such as fact sheets/one pagers, as requiredReview and process DHS CRADAs in accordance with applicable policies and regulationsEnsure compliance of research efforts with applicable policies and regulations, particularly with unique DHS S&T research requirementsAttend program and technical meetings as requiredAssist in supporting the development of constructive relationships with program stakeholders across the Federal governmentManage the tracking of CRADA requests, monitor progress toward document execution, and maintain filing systems and databases for CRADA-related documentation; andAssist in developing and tracking metrics for CRADA requests and developing reporting for various DHS stakeholders.Maintain organized and logical files for all necessary program, project and performer documentation, including electronic and hard copyCoordinate, organize, attend, and facilitate reviews and technical workshops as neededAssist with other OIP data call responsesOccasional travel may be required.Required Qualifications:
Bachelor’s degree or Master’s + 3 years of relevant experiencePosition requires a minimum of 5 years of relevant experienceActive US Government-issued Security clearancePreferred Qualifications:

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$65,820.00 - $111,894.00DC Client Office (DC88)
