Overview The independent Office of Policy (POL) provides actionable policy counsel to USAID leadership by helping the Agency identify, analyze, and more effectively confront complex development and humanitarian challenges - of the moment and on the horizon. We conduct our work along three lines of action: Policy Planning: Analyzing development trends in the context of U.S. foreign policy,informing decision-making by USAID leadership on key priorities, and supportinglong-term planning for new or different policy directions Policy Coordination: Managing time-bound, action-oriented task teams consisting ofleaders and experts who coordinate strategies to address complex, cross-cutting policyissues and develop recommendations for USAID leadership Policy Engagement: Landscaping and analyzing opportunities for external engagementwith other U.S. government and external partners and initiating and facilitating meetingsand events. Aiding with policy engagement campaigns that build support for USAIDinitiatives and broader policy solutions to development challenges POL’s current focus areas include cross-cutting issues such as safe and legal global migration, economic resilience and statecraft, climate policy, multilateral development bank reform, addressing the sovereign debt crisis, and improving humanitarian-development-peace coherence to better address protracted crises. The Office also advances an affirmative agenda in the context of strategic competition with the People's Republic of China and develops strategic projects, including supporting innovations in market shaping policies and exploring the impact of advancements in artificial intelligence. Scope of Work POL helps the Agency address today’s complex, crossing-cutting problem sets by devising proactive policy approaches and initiatives, and serving as a source for independent analysis and advice to the Office of the Administrator, other Agency leadership, and USAID writ large. Distinct from the Bureau for Planning, Learning, and Resource Management (PLR), POL focuses on developing affirmative positions on high-priority issues. At the intersection of development and wider U.S. foreign policy. On an operational level, POL’s work is grouped into three broad categories: policy planning, policy coordination, and policy engagement. POL also facilitates a set of policy task teams and other strategic initiatives to draw on expertise throughout the Agency and generate timely, actionable recommendations on critical policy questions. Given the need to provide expert advice to leadership; engage regularly with senior officials through the Agency, interagency, and externally; and lead the work of task teams and other policy initiatives, POL maintains a diverse and highly capable staff of seasoned and dynamic policy experts who work in agile teams and in close coordination with leadership across USAID and key partners. You will help elevate the Agency’s voice in the formulation and effectiveness in the execution of U.S. foreign policy. You will research, develop, and implement work products that equip Agency leaders — including the Administrator — to make decisions on policy and strategy issues, communicate them, and see them through. You will work closely with other advisors within POL, other staff across USAID and the interagency, and key external partners. You will advise both on policy functions, such as planning and/or external engagement, and on a subset of substantive issues, such as strengthening economic resilience and/or improving humanitarian-development-peace coherence. Additional Details: Support may be required outside of core hours. Telework eligible. On-site work required. Occasional travel is expected but is not required. Responsibilities Build collaborative relations across the Agency and with external partners to createoriginal, high-quality content that promotes the Agency’s priority policies and initiatives. Support messaging, media outreach, and special events with operating units inWashington and overseas to ensure a coordinated approach and amplify impact. Provide inputs into talking points, memos, briefers, bios, and testimony for principals. Assist in the coordination of special events and programs and incorporates key news,moments, events, and initiative milestones, and develops basic communication productsand tools, such as social media posts, blogs, event posters and flyers, slide presentations,and infographics. Provide analysis on critical cross-cutting policy goals, informing prioritization amongthem, assessing policy options to advance them by analyzing emerging trends andconnecting to foreign policy priorities to strengthen the strategic direction of the Agency. Advise on positioning on high-priority or emerging policy issues and provides policyadvice to senior leadership. Support coherence across Agency engagement with multilateral organizations and otherinternational partners. Provide input to relevant briefing materials for Agency leadership engagement withprincipals of key interagency and external partners. Supports the work of cross-agency task teams and strategic projects to recommendactions on priority issues, advancing other discrete strategic projects, supportingcoherence and connectivity across priorities, and helping operating units institutionalizethem for lasting impact. Develops in-depth understanding of key policy topics and gains awareness of significantpolicy issues and positions of key interagency, Congressional, multilateral, civil society,partner-country, and other external stakeholders. Adapts to shifting tasks and evolving priorities, as needed. Qualifications U.S. citizen eligible to obtain a secret level security clearance (existing clearance preferred). Bachelor’s Degree and six (6) years of relevant experience is required for the Policy Analyst role. Proficiency in the use of Google Applications and Microsoft Office Suite (Word, Excel,PowerPoint); Ability to work in a fast-paced environment with competing and shifting priorities andtight deadlines; Ability to efficiently multitask and prioritize workload accordingly; Ability to plan, organize, and use time effectively; Ability to establish and maintain effective working relationships and interact with peopleat all management and support levels; Familiarity with, interest in, and experience studying or working on development, foreignaffairs, or broader national security policy issues, particularly in priority areas, especiallyhumanitarian-development-peace coherence; Analytical skills; Writing skills and the ability to communicate complex policy concepts in clear, concisewritten documents and oral presentations required; Ability to work effectively both individually and as a member of a team; Knowledge of the principal actors and organization of the global development field.
