PROGRAM ANALYST (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST (TITLE 32), Position Description Number D1010000 and is part of the IL JS, National Guard. Responsibilities As a PROGRAM ANALYST (TITLE 32), GS-0343-9, you will serve as the analyst and consultant for the management and administration of programs within the directorate or division. Major Duties - This is NOT an all-inclusive list: Review, evaluate and analyze obligations and expenditures. Prepare directorate or division summaries from reports submitted by Major Subordinate Commands (MSC)*. Summarize and interpret significant data collected and relates this data to the organizations program actions; identifies and analyzes deficiencies in resource consumption, training, workload and scheduling, and evaluates deviations from standards, plans, and estimates to determine cause and impact on missions. Assist management in interpretation and utilization of reports and information provided. Develops various visual media to present trends, performance status, capability and related management information. Aid functional areas in identifying areas of record documentation and procedures that can be streamlined, combined or improved and initiates methods to operate under the new or revised system. Provide recommendations to subordinate organizations for proper management of programs. Recommend funding allocations and monitor expenditure to ensure allocations are being utilized as planned and are not being exceeded. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), the only area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Enlisted/Warrant Officer/Officer - Minimum Rank of E1 - Maximum Rank of O6 GENERAL EXPERIENCE: MUST possess experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management; knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience using computer and automation systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 1-year of specialized experience at the GS-7 Level; experience, education, or training which has provided application of practices, theories, techniques, and methods of management; experience analyzing, interpreting, and developing policies and procedures of local management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words.
