The Protected Communication Systems (PCS) team is seeking an experienced Program Chief Engineer (PCE) to join and expand our distinguished team to develop state-of-the-art communications systems. The PCE has primary accountability for meeting technical requirements and scope for the program, including engineering costs and schedule commitments, and serves as the primary technical execution interface. The PCE is the single Engineering point of contact accountable for leading all Engineering activities on the program. What You Will Do • Ensure overall Engineering execution within the program, having decision authority over Engineering activities • Conduct Engineering Bid Reviews (EBRs) and Engineering Program Reviews (EPRs) at authorized levels • Support Program Management Reviews (PMRs) for all Engineering matters • Manage overall budget and schedule for program Engineering tasks, working closely with the engineering discipline organizations to review program execution on a periodic basis to ensure meeting schedule and cost • Develop executable Estimates at Completion (EAC) for the program in collaboration with the responsible Engineering Cost Account Managers • Ensure staffing forecasts are accurate and up to date, and work with Engineering discipline organizations to ensure appropriate staffing is assigned – local, distributed and/or supplier • Provide oversight and review all program metrics for engineering, ensuring application of Technical Performance Measures (TPMs) across the program as a means for measuring technical progress and assessing risk • Oversee and manage engineering Risks and Opportunities across the program, leveraging the enterprise to mitigate key risks and capture opportunities • Ensure effective engineering management of suppliers in accordance with subcontractor statement of work, requirements specifications, and engineering processes • Identify and exploit synergies across programs and across the Enterprise • Provide accurate and timely status reports to Program and Engineering organizations Qualifications You Must Have • 10 years relevant experience as a Technical Program Manager, Program Engineer, Project Engineer, Technical Subcontract Manager, or Integrated Product Team (IPT) Lead • Working knowledge of multiple engineering disciplines with a strong focus on communications systems development • Working knowledge of Earned Value Management System (EVMS) • Experience in all phases of development program lifecycle • Experience in Risk and Opportunity management • Demonstrated ability to interact effectively with multidisciplinary teams of system design professionals including systems, electrical, mechanical, software, and logistics engineers • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience • Active and transferable U.S. government issued security clearance is required prior to start date • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance Qualifications We Prefer • Experience with Agile and/or DevSecOps development methodologies • Demonstrated ability to lead a development team through transition to production • Experience developing satellite communications systems • Knowledge of Raytheon Intelligence and Space (RIS) systems, products, technologies, and processes What We Offer • Medical, dental, and vision insurance • Three weeks of vacation for newly hired employees • Generous 401(k) plan that includes employer matching funds and separate employer retirement contribution, including a Lifetime Income Strategy option • Tuition reimbursement program • Student Loan Repayment Program • Life insurance and disability coverage • Optional coverages you can buy pet insurance, home and auto insurance, additional life and accident insurance, critical illness insurance, group legal, ID theft protection • Birth, adoption, parental leave benefits • Ovia Health, fertility, and family planning • Adoption Assistance          • Autism Benefit • Employee Assistance Plan, including up to 10 free counseling sessions • Healthy You Incentives, wellness rewards program • Doctor on Demand, virtual doctor visits • Bright Horizons, child and elder care services • Teladoc Medical Experts, second opinion program • This position is eligible for relocation assistance  • And more!  Learn More & Apply Now! #reempowerprogram This role is also eligible for the Re-Empower Program. The salary range provided is a good faith estimate representative of all experience levels.
