**Position Description:**
CGI Federal is actively seeking a highly skilled and detail-oriented Program Control Specialist to join our team. As the Program Control Specialist, you’ll work in a fast-paced Scaled Agile (SAFe) environment, playing a significant role in managing the project to stay on track, meeting all program requirements and metrics. The candidate will be responsible for a range of tasks related to program management and control including but not limited to managing program financials, building/maintaining the Integrated Master Schedule (IMS), and overseeing program reporting in alignment with Task Order (TO) requirements.
This position can be located remotely anywhere in the U.S.
**Your future duties and responsibilities:**
• Responsibilities related to finance:
o Gather, analyze, prepare, and summarize recommendations for financial plans, including trended future requirements and operating forecasts.
o Provide actionable recommendations (including draft messaging to relevant members) to keep the forecast on track or update the forecast as needed.
o Maintain project charge codes.
o Identify financial management trends for risk management to provide insight to the Project Manager to financially manage the project from a both a technical delivery and profitability perspective for CGI and the government client.
o Ensure compliance with program financial management and task financials and deliverables.
o Prepare a monthly financial forecast, to include actual costs and projected burn rates.
o Create estimates for implementing new technical capabilities and cutovers, working closely with project leadership to obtain required inputs.
o Develop and maintain a strong relationship with POCs (CGI corporate finance/subcontractor admin, partner POCs, government CO/COR)
o Assist with monthly client invoice.
o Manage funds and POs for subcontractors.
o Knowledge and experience in identifying financial management trends for risk management to provide management insight.
o Experience in financial management and project control of government contracts.
o Experience in providing financial cost reporting with advice to senior level leaders within the government and/or senior CGI leaders.
o Track progress, burn rate, spend and budget across multiple SAFe teams.
• Responsibilities related to program scheduling:
o Lead in the creation and maintenance of the project integrated master schedule in accordance with the TO by collaborating with the architecture, development, and service delivery teams.
o Read and understand the TO and have a strong ability to demonstrate its relationship to the master schedule for all agencies and on all activities.
o Ability to integrate IMS with Scaled Agile (SAFe) methodologies, aligning the master schedule to the product releases.
o Review schedule activities, status, and results with program leadership as it relates to solution building.
o Create and update resource loaded schedules using MS Project
o Implement baseline changes into the IMS by collaborating with applicable stakeholders.
o Apply recognized industry best scheduling practices to develop and maintain program schedules.
o Identify, develop, and implement processes to improve scheduling and coordination efforts.
o Support weekly, monthly, and quarterly report requests as it relates to the IMS.
o Lead recurring IMS review with the client and oversee internal prep sessions as needed.
o Ability to work independently and as part of a team; resource must have an attention to detail and be comfortable thoroughly reviewing their work before submission.
• Responsibilities related to reporting:
o Prepare data, metrics, and briefing materials in various formats for weekly and monthly reporting.
o Prepare weekly and monthly status reports, gathering input from multiple team members.
o Supports senior managers in creating quarterly in progress review (IPR) agenda, materials, and meeting report.
o Supports project meetings including drafting of agendas and documentation of minutes and action items.
o Analyze program data and information to identify better ways to conduct business and create.
o Support program management with meetings, scheduling, and taking minutes.
o Create and maintain Agile Project Management tools and site structure to meet growing project needs.
**Required qualifications to be successful in this role:**
• Required scheduling quals:
o Experience in creating and managing resource loaded schedules, Gantt charts, and dependencies.
o Knowledge and experience in schedule quality analysis
o Knowledge and experience performing critical path analysis of schedules within MS Project or other tools.
o Ability to develop fully networked schedules using predecessors and successors along with effective activity duration affording discreet progress measurement.
o Outstanding reporting skills, e.g. graphical presentation, advanced Microsoft Excel skills (charts, pivot tables)
o Advanced MS Project skills (knowledge of macros), including the ability to create custom views in MS Project, and an understanding of the relationships among WBS/IMS/PWS/CLIN in Federal contracting.
• Required finance quals:
o Knowledge and experience in identifying financial management trends for risk management to provide management insight.
o Experience in financial management and project control of government contracts.
o Strong proficiency in data analytics, data integrity, critical thinking, and problem solving.
o Experience in providing financial cost reporting with advice to senior level leaders within the government and/or senior CGI leaders.
o Excellent Excel skills
o Experience in establishing new processes.
o Experience in administering projects

o Excellent MS Word, PowerPoint, Visio, and Excel Skills
• Ability to manage up, multi-task, and self-motivate.
• Strong oral and written communication and presentation skills
• Attention to detail coupled with effective analytical and problem-solving aptitude.

Desired Qualifications
• Desired scheduling quals:
o Scheduling experience with a strong project management background and understanding of project management processes.
o Experience integrating SELC review gates into an IMS supporting project lifecycle implementation teams.
o Experience with Scaled Agile (SAFe)

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and license and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $69,700.00 - $154,300.00.
