Program Data Analyst\n\n\n\n\n
Oneida Technical Solution, LLC (OTS) is seeking an experienced Program Data Analyst to assist with program execution and financial analysis. In this role, you will regularly interface with executive leadership, program managers, technical subject matter experts, and financial staff to manage and track program execution. This includes gathering and compiling information for Program Management Reviews (including template development), development and tracking of various metrics to include contract deliverables (e.g. CDRLs), revenue, cost, profitability, and cash flow, schedule\/on-time delivery, customer satisfaction (e.g. CPARs), etc. The role will also assist in the formulation and development of new business processes to facilitate portfolio integration of programs across various business entities. \n
This is a newly created role to support the company's growth and volume of program activities, primarily in the Federal contracting space. The successful candidate will offer demonstrated experience in a similar role; apply critical problem-solving skills and proactively develop creative solutions; and effectively communicate program execution issues, strategies, and recommendations to management. As a member of a small, rapidly growing organization, the ideal candidate will be capable of executing task-level assignments with the initiative and knowledge necessary to act autonomously with minimal coaching or supervision. \n
This is a remote position supporting the business headquartered in Oneida, NY. The position reports to the OTS General Manager. \n
Duties & Responsibilities:\n
\u00b7 Assist program managers (PMs) in the development of executive-level presentations summarizing overall program status. This includes development of common templates and metric-tracking tools, dashboards, etc.\n
\u00b7 Financial Planning & Analysis (FP&A) - Collaborate with PMs and Finance on budget (Estimates-at-Completion (EACs)) development and justification and perform monthly EAC tracking versus plan. \n\nAssist PMs in maximizing program profitability and cash flow through active cost and cash management. Work with Finance and Program Managers to develop invoicing, schedules, and budgets in accordance with contract terms.\n\n
\u00b7 Monitor and report on data trends. Use data trends to identify and mitigate risks early and proactively.\n
\u00b7 Conduct cost, schedule, and contract performance variance analyses; prepare financial and cost-focused CDRLs, such as Funds and Manpower Reporting, burn-down and spend forecasts, assist in preparation of Engineering Change Proposals, cost and schedule impacts, etc.\n\nCoordinate with Finance and Contracts to track and maintain contract funding and obligated amounts, review monthly booking reports.\n\n
\u00b7 Assist in the preparation of financial deliverables and internal\/external reports to include Annual Operating Plans (AOP), forecasts, etc.\n\nSupport and participate in DCMA and DCAA audits as required, with support from Finance and other internal functions.\nOther related duties as assigned.\nTravel is anticipated to be <10%; periodic trips to corporate headquarters in Oneida or support of onsite PMRs may be required.\n\n
Minimum Qualifications\n\nBachelor's degree in a business or technical discipline, advanced degree a plus.\nMinimum five (5) years' experience as a Program Analyst or similar position within a Program Management function focused primarily on Federal contracts.\nStrong contractual, financial, and project management acumen.\nExperience in providing financial tracking and support for Federal contracts in Program Control, Cost Estimating, and Financial Analysis.\nExperience in FP&A is required. Candidate should be familiar with multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs, etc.) with varying degrees of complexity.\nStrong organizational and communication skills, both oral and written.\nAbility to prioritize and work with minimal supervision, be persistent in follow-through and perform effectively within deadlines.\nExperience in business metric development and creating presentation templates for senior leadership using data visualization tools and design (e.g. PowerPoint, Power BI and ERP systems).\nExtensive knowledge of cost management techniques and tools, data analysis tools, and Key Performance Indicator (KPI) measurement and reporting.\nAnalytical skills and the ability to solve complex problems.\nStrong business acumen with a strategic mindset.\nAdvanced knowledge of MS office and project management software (e.g, MS Project etc.), expert skills with Excel strongly preferred.\n\n
Preferred Qualifications\n\nPMI\/PMP Certified\nIn-depth knowledge of Federal Acquisition Regulations (FAR\/DFARS) \n\n
\u00b7 Experience working with IT professional services contracts.\n
\u00b7 International business experience, including Foreign Military Sales experience.\n\nKnowledge of and experience with Government Wide Acquisition Contracts (GWACS).\n\n
