Job Description Summary:

The Program Director is a member of the Strategic Systems Programs Leadership Team responsible for the leadership and oversite for all embedded Draper functions to Strategic Systems. The Program Director is responsible for the overall success of the Strategic Systems Portfolio of Programs. This role is responsible for the portfolio’s program planning and execution, subcontracts and supplier purchase order management, program scheduling, proposal management, portfolio risks and opportunities, and meeting the objectives of the annual operating plan. 
The AFMDSS Program Director is responsible for capture, execution, and profit and loss (P&L) of a strategic portfolio of programs spanning emerging technologies through rapid complex system production, fielding, and sustainment.

This position reports directly to the Air Force and Missile Defense Vice President/General Manager. In this role, you will have profit and loss responsibility for a strategic portfolio of programs, inclusive of strategy and capture development and execution, business development, program execution, and talent management. You will partner with Engineering and Business Functions to mature and execute a transformational growth strategy and foster a culture of inclusivity reflective of Draper’s core values and Inclusion, Diversity, Equity, and Accessibility (IDEA).

Job Description:

Duties/Responsibilities
• Sets the direction, leadership, and management for execution of the portfolio execution, growth, and commitments.
• Leads the embedded functional teams to ensure flawless execution while meeting all contract deliverables. 
• Ensures the customer satisfaction, program execution, development of pipeline forecasts, financial performance targets, contract awards, and contract modifications.
• Leads a team of program managers by recruiting, retaining, training, developing and optimizing a workforce that can successfully manage program execution across the Strategic Systems Portfolio of Programs
• Achieves the internal and external performance objectives of the Strategic Systems Portfolio
• Oversees the management of proposals and cross function proposal teams and responsible for on time, compliant proposal development and contract negotiations.
• Ensure that the needs of all internal and external customers are met, and that the goals and objectives of the Strategic Systems Portfolio are fully supported and achieved.  
• Performs other duties as assigned.

Skills/Abilities
• Knowledge of program management tools and processes such as Earned Value Management System (EVMS), Integrated Master Plan (IMP) / Integrated Master Schedule (IMS), and/or Risk and Opportunity.
• Skilled at working government programs (large/complex) with direct customer interfaces, both internal and external
• Possess leadership skills to operate and lead large cross functional teams.
• Able to guide and develop the team of highly technical Program Managers and their deputies to achieve program execution and business goals.
• Able to implement continuous improvement across the portfolio - Ability to balance priorities in a dynamic, matrixed environment.
• Proficient with MS office applications.

Education:
Bachelor’s degree in Business Administration or relevant degree required, MS or MBA preferred

Experience:
10+ years of experience in managing large scale, highly complex Department of Defense programs (Experience with Navy SSP preferred).

Additional Job Description:

• Deliver 5-year Integrated Business Plan and subsequent Annual Operating Plan (funding, revenue, profit, and cash) to include accurate quarterly forecasts with balanced risk and opportunities.
• Grow business development pipeline with qualified leads > 300% of the following years revenue targets that align with our market business strategies.
• Win new business by converting pipeline opportunities into new programs with win rate >75% and capture rate > 50%
• Grow and develop diverse program management talent pipeline
