Program Finance Analyst III
Overview Ensures effective development and management of finance processes, templates, training, and audit procedures to ensure compliance with FAR, DFARS, CAS and other government regulations and applicable laws. Manages compliance of policies and procedures, FAR and CAS guidelines; supports all audits; provides internal and external customer support. Finance liaison for all DCAA, DCMA and internal audit requirements. Acts as Finance Compliance advisor to Business Development and other functional areas for Vectrus Systems Corporation. Interfaces with other internal compliance activities and personnel. Conducts audits and training for field offices. Supports special projects as determined by management. Serves as Finance liaison on all DCAA and DCMA audits and informational requirements as assigned. Provides guidance, oversight and review of the annual Incurred Cost Submission. Develops or supports development of finance training curriculum and activities. Conducts training as needed during audits, formal and informal training events. Develops and maintains tools for Finance functions using SharePoint or other IT programs. Keeps properly informed of financial compliance issues. Coordinates and conducts audit activities on internal company financial audits to include headquarters and field offices. Tests to verify adherence to policies and procedures to ensure they are effective and robust. Knowledge of all applicable FAR, DFARS, CAS and Financial regulations and policies. Participates in ongoing education to stay apprised of changing regulatory affairs that affect regulatory compliance. Self-starter who takes the initiative to achieve objectives works constructively with the Company’s culture and produces quality deliverables. Ability to work independently and as a member of a team in a fast paced environment. Strong work ethic with the ability to work a flexible schedule to accommodate project deadlines and travel. Performs other duties and assignments as required. Travel requirement is worldwide 25% - 50%. Qualifications Education: Bachelor’s degree in related field Experience: 5+ years of directly related experience with DCAA, Federal Government, or Department of Defense Contractor. Must have knowledge of Government compliance issues, specifically related to FAR/DFARS/CAS regulations. Experience in process development and improvement, training, and DCAA audit compliance procedures required. Business Systems compliance and internal audit experience a plus. CPA, DAWIA, and DoD FM Certifications preferred but not required Other Requirements: Must be able and willing to travel throughout the United States and overseas to conduct training and internal audits approximately 25 - 50%. Skills & Technology Used: Ability to fluently communicate using the English language: this includes commensurate skills in reading, writing, and speaking. Proven leadership skills, the ability to be proactive, and possess excellent writing and interpersonal communication skills. Influence: Negotiation and motivation skills are essential. Successful candidate will be able to motivate others towards business goals, using a range of influencing skills and strategies as the situation requires. He/she gains the commitment of others. Effective Communication: Excellent written and verbal communication skills are essential. The successful candidate effectively conveys ideas and messages both formally and informally, in speaking and in writing. Platform presentation skills are imperative. Time off Paid Time Off (PTO), Holidays, Bereavement, and Jury Duty Nationwide Salary Range: $68,000 - 115,000 The salary range provided is intended to display the value of the company’s base pay compensation for all statewide locations across the United States. Salaries paid are subject to the conditions of the job including, but not limited to, the physical worksite location.
