Summary This position is located in the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Data Buoy Center (NDBC), Resources Branch (RB) with one vacancy in Bay Saint Louis, MS. Responsibilities As a Program Management Specialist, you will perform the following duties: Serve as a Program Management Specialist, responsible for internal and external National Data Buoy Center Outreach and Information Coordinator responsible for messaging and outreach through a variety of outreach events, administrative and informational products. Determines visual design and layout, arranging visual elements and text, using image placement, text layout and style, and graphic element techniques for a variety of audiences. Oversee the administering of the office's Records Management Program for the Center to ensure key documents are reviewed, organized, and secured in accordance with applicable directives. Coordinates communications and project management between federal and contractor managers. Serves as Contracting Officer Representative (COR) Level II. These duties are described at the full performance level of the GS-12; the GS-11 is developmental leading to such performance. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following: Researching methods to analyze actions, procedures, or policy matters; Assisting in the development of new or modified work methods, organizational structures concerning support operations; and Programming administrative activities and managing government property or facilities. OR SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of related graduate level education and specialized experience. Note: Only graduate education in excess of two years is qualifying for combination. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following: Analyzing and advising on changes in policies and resources to accomplish organizational goals and objectives; Planning, coordinating, and performing routine administrative or management functions; and Serving as primary advisor for a large and complex division or office. Education Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
