Summary This position is located with the State and Private Forestry, Fire and Aviation Management unit with Administrative Support in Boise, ID. The incumbent serves as a Program Management Specialist, working under the Branch Chief, Aviation Operations supporting the Fire & Aviation Management Staff at the Boise (NIFC) and Washington Offices. Responsibilities Responsibilities listed below are at the full performance level of GS-09. Monitor and evaluate project milestones to ensure compliance with organizational policies and regulations. Coordinate the allocation of resources and scheduling to ensure timely completion of projects for internal and external stakeholders. Provide technical advice and support to project teams by evaluating complex data and generating actionable insights. Collaborate with subject matter experts to address technical challenges and provide innovative solutions. Create grant proposals and impact statements to secure funding and articulate organizational objectives. Draft user manuals and training guides to ensure clarity and accessibility for non-technical audiences. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-07: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Specialized Experience is defined as two or more of the following: Develop and implement operational plans that align with organizational goals to improve efficiency and resource utilization. Knowledge of pertinent laws, regulations, and policies which affect aviation operations and areas of responsibility such as correspondence, personnel, resource management, safety, travel, time & attendance, procurement records, reports, security, training, etc. to support the WO FAM and NIFC Aviation Operations. Prepare reports detailing project findings, statistical analyses, and recommendations. Conduct assessments of technical tools and systems to identify areas for optimization or replacement. OR One full year of graduate level education in Business Administration; OR An appropriate combination of graduate level education and specialized experience; OR Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized Experience is defined as three or more of the following: Knowledge of Forest Service mission, functions, organizations, goals and programs to provide a wide variety of management support. Knowledge of pertinent laws, regulations, and policies which affect aviation operations and areas of responsibility such as correspondence, personnel, resource management, safety, travel, time & attendance, procurement records, reports, security, training, etc. to support the WO FAM and NIFC Aviation Operations. Knowledge and understanding of Administrative Management principles, practices, methods and techniques to perform projects related to management and methods for program review, safety assurance audit, and oversight for continuous improvement. Knowledge of analytical, evaluative methods and techniques to identify, resolve and clarify procedural issues and problems that will assist program managers. Ability to communicate orally and in writing to obtain and provide information related to organizational, administrative and procedural matters. Maintains as a liaison and communicates with personnel or groups from within the agency as well as cooperators. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met. If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
