Program Manager, Safety Management System (PSMS)

The purpose of this role is to provide management and analytic services in support of the corporation’s current and future safety management systems and its maintenance, operations, compliance, and performance measurement for Nicor Gas.

The role provides guidance and direction for the planning, implementation, and operation of the organization’s pipeline safety management system (PSMS) being developed based on API standards.  This position is accountable for developing the procedures, assisting with implementation, analyzing performance for continual review and improvement of the Pipeline Safety Management Systems (PSMS) program, known as the APEX (Achieving Pipeline Excellence) Program at Southern Company Gas.    

 

Functional Expertise:

Working with others, develops sustainable and standardized Pipeline Safety Management System programs and plans for single or multiple jurisdictions ensuring standardization with other operating units Provides actionable analysis of data and performance to facilitate improvements including risk reductions and safety management operational efficiencies in public, personnel, and asset protection and other operations activities as appropriate Continues to improve data quality and availability of all PSMS data and provides transparency to the performance through PSMS Dashboards and other reporting processes Supports the development of performance evaluations, models, and tools to assist in monitoring, measuring, and improving the PSMS Performs ad hoc PSMS data analysis and presentation services for the enterprise including thematic mapping, specialized analysis, and specialized data services to enterprise clients Assist with the Company’s Regulatory Compliance program and any large projects that develop out of the Regulatory Compliance department Determines if any Regulatory Compliance risk points exist based on the analyses of the PSMS data collected during the implementation of the PSMS program Leads and supports aspects of Management of Change (MOC) efforts across GAS (including Transmission System MOC process and project planning for Distribution System MOC processes) Identify any gaps or deficiencies in the Company’s operations relative to PSMS and develop solution plans to address these gaps or deficiencies

Business Acumen:

Work closely with operating personnel in other departments to understand and communicate PSMS mandates and seek opportunities to position the company as an industry leader in PSMS Programs Identify and develop relationships within the entire organization including human resource, information technology, customer service, technical services, engineering and operating departments that will improve communication and successful implementation of mandated and strategic PSMS initiatives both corporately and to individual companies Provides forward thinking supported by quantitative analyses to achieve compliance and optimal business results while striving for an overall safe, reliable, and cost-effective gas system

Engagement:

Establish clear linkages between PSMS and business objectives so that PSMS process results assist in the approval of the safety and reliability of the corporation towards the public, company personnel and our assets Forges collaborative relationships with information technology, engineering, operations, compliance assurance, and information systems services to provide best in class analytic services Present PSMS program results to operating leadership to ensure understanding and support of program direction, costs, and results Supports the Good Catch Program for pipeline safety Monitor PHMSA rule making and direction as it relates to PSMS and recommend program adjustments to ensure compliance Engage in local, state, or federal information bulletins, conferences, etc. to monitor the development of PSMS across the industry and assess the Company’s PSMS program development

Drive a culture of safety and excellence through PSMS program implementation, initiatives, and programs  Establishes coaching, training, and strategic goals for personal development objectives of direct reports, as applicable Develops and delivers on metrics, project budget, deliverables and implementation schedules for department around projects and assigned tasks. Delivers on consolidating processes, systems and practices for new organization post integration activities

 

Education, Certifications/Licenses:  

Required:

Bachelor’s degree in a technical field (engineering, process improvement, systems analytics, or related field)

Preferred:

Professional Engineering License (PE) or GIS Professional Engineer-in-Training (EIT) certification Master’s Degree – Technical or Business or Project Management Certification PMP Certification

May consider combination of relevant educational and work experience

 

Related Work Experience:

Required:  

2+ years experience in managing, analyzing and assessing safety and Regulatory Compliance-related data using related business systems within a gas utility, pipeline transmission, or other energy related field to identify and reduce risks and assure compliance 2+ years engineering and/or operations experience in a gas utility, pipeline transmission, pipeline safety compliance, or other energy related field

Preferred: 

2+ years experience supporting the development of integrated compliance and safety related systems and applications related to protection of the public, company personnel, and assets measuring performance, compliance assurance, operational efficiency and/or risk modeling 1+ years experience with PHMSA regulation knowledge and experience including 49 CFR Part 192/193/195 1+ years of supervisory/management experience leading analytical departments or project teams

Working Conditions/Physical Requirements: 

Keyboarding = Frequent (75-100%) Travel = Occasional (5-25%)
