This position is a highly responsible one which reports to the Program Manager 3 of the Bureau of Community Preparedness and serves as the Program Manager 1 for the Public Health Emergency Preparedness and Response Program (which is a statewide program involving the development, implementation, and evaluation of emergency preparedness and response activities). The incumbent is responsible for assisting in the planning, implementing, coordinating, and evaluating of services related to preparing for and responding to all hazards emergencies including but not limited to infectious outbreaks, natural disasters, man-made disasters, etc. Incumbent is required to be available 24 hours a day for emergency situations and may be required to work outside of their assigned work schedule based upon events and/or projects. Selective Criteria: This position requires extensive training and a minimum of two years’ experience utilizing the Incident Command System (ICS) – National Incident Management. Emergency training should include but is not limited to completion of FEMA ICS 100, FEMA ICS 200, FEMA ICS 300, FEMA ICS 400, FEMA ICS 700, FEMA ICS 800, FEMA ICS 120 and FEMA ICS 808. This position requires extensive experience and working knowledge of emergency response plans that include but are not limited to the Strategic National Stockpile Plan, nuclear, chemical and biological agent’s response. Incumbent should also have a minimum of one year experience with Emergency Preparedness Risk Communications. Position requires further knowledge of project planning, logistical management, support, and emergency crisis management of field/support personnel. Personnel must further demonstrate knowledge in emergency planning and policy development as shown through course work and participation in real-life emergencies. Experience in grant writing, contract development and report preparation are required as is the ability to effectively administer a variety of emergency preparedness activities. Position requires extensive experience in developing and delivering general and tailored presentations for varied audiences thereby demonstrating the knowledge and ability to prioritize the audience need and the ability to engage and motivate. Examples of Work 40% Creating and updating materials and procedures for all nine LDH regions of the state to use during public health emergencies. Attaining materials through coordination with the Bureau of Media and Communications and serving as liaison between BCP and BMAC. Maintaining and tracking inventory of all public information documents. Assisting and providing information during a public health emergency. Serves on the CDC Public Health Emergency Preparedness Cooperative agreement Community Resilience Workgroup and back up lead for Community Preparedness, Community Recovery, and Tribal Engagement capabilities. Coordinates with staff on the state, regional, and local levels on all hazards emergencies included but not limited to infectious outbreaks, natural disasters, man-made disasters, etc.; coordinates public health emergency response activities with the region, public and private medical community providers, law enforcement, OPH medical directors, regional business community and education system, and others as appropriate; plan and coordinates the monitoring and reporting process for all regional level response activities; presents information to community partners and to relevant agencies. Provides assistance to regions in the development of a comprehensive community preparedness program. Responsibilities also include leading the development of regional community preparedness plans. Develops training and exercise opportunities and just-in-time-training for staff and partners. Leads and facilitates the Bureau of Community Preparedness New Hire Orientation Process. 20% Serves on the core planning committee for the LDH Health Expo; assists with coordination of large scale events to improve Health Equity within the state. Assists with the planning and implementation of public health information campaigns for the Public Emergency Preparedness and Response Programs. Work with regions to establish needs and desired outcomes for public information campaigns related to emergency preparedness and response. This will require initiation of contracts and oversight of deliverables from outside contractors in advertising, design and public relations. Previous experience as employee of public relation, advertising agency, or experience with supervising contracts with such agencies is required. Assists in establishing OPH as resource for information and technical advice on public health and exposure prevention as well as prevention of all hazards emergencies; provides educational presentations and trainings to internal and external partners. Identifies needs for resources and training related to community preparedness. 20% Facilitates emerging infectious disease workgroups as needed. Serves on the preparedness planning team and participates in state and regional level public health emergency preparedness and SNS/CRI drills and exercise involving both internal and external agencies/partners. Attends meetings, in-state and out of state conferences, workshops and other trainings as required. Participates in emergency response activities associated with natural or man-made disasters that pose a public health threat.
