Minimum Qualifications MINIMUM QUALIFICATIONS: Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. Examples of Work This position will provide quality management and administrative support for the 1115 Re-Entry Demonstration Waiver and the Certified Community Behavioral Health Clinic (CCBHC) program. Essential duties include: + Develops and implements a continuous quality improvement plan, including goals/objectives, data collection processes and procedures, performance metrics and targets, across multiple operational areas to assess and evaluate provider and system performance on a routine basis; updates plan based on the results of the evaluation at least annually. Interprets and analyzes data from multiple sources. Leverages data analysis to derive actionable insights and strategic recommendations for performance improvement. Develops and implements performance improvement plans and strategies based on the results. Conducts quality evaluations of the 1115 Re-Entry Demonstration Waiver and CCBHC program, in collaboration with independent evaluator as applicable, to determine the extent to which goals and objectives were met. Provides monthly and quarterly updates to leadership, team members, federal entities, and other stakeholders. + Develops resource tools and provides technical assistance to providers/clinics to inform provider/clinic practice and improve member experience and outcomes. Develops and updates reporting templates and standard operating procedures, if needed, and reporting dashboards. Shares findings with leadership and stakeholders on a routine basis, soliciting and incorporating feedback when required. Establishes quality related policies, procedures, and checks for all reoccurring activities to ensure precision execution and accuracy. + Manage, direct, and implement work plan activities to ensure all quality-related aspects of the CCBHC program and waiver are completed timely and appropriately. + Performs quality onsite and off-site reviews of participating providers/clinics to evaluate readiness and assess compliance with program standards and requirements. Prepares written summary of findings, shares findings with providers/clinics, conducts follow-up visits as needed to ensure corrective actions/quality improvements have been implemented successfully, and provides technical assistance and training to providers/clinics to improve individual and/or system performance/compliance. Proactively identifies and addresses provider/clinic training needs through development of staff training and policy/procedure/workflow documents.
