Job Description: The Office of Behavioral Health (OBH), a program office within the Louisiana Department of Health (LDH) manages and delivers the services and supports necessary to improve the quality of life for citizens with mental health and substance use disorders. The agency acts as a monitor and subject matter consultant for the behavioral health components of Medicaid’s managed care programs. This includes all behavioral health services provided through the Managed Care Organizations (MCOs) that comprise Medicaid’s Healthy Louisiana program, as well as the Coordinated System of Care waiver program for youth at risk of out of home placement. OBH delivers direct care through grant funded programs, as well as our two state-owned psychiatric hospitals. OBH is also responsible for the monitoring of behavioral health community-based treatment programs provided through the ten human services districts and authorities. Services are provided for Medicaid and non-Medicaid eligible populations, and are financed through a variety of funding sources. To align with the overall goal of OBH, the Behavioral Health-Clinical/Community Programs Division increases access to community-based services, improve quality of care and health outcomes, and reduce utilization of more restrictive and crisis driven services such as emergency departments, hospitalizations, out-of-home placements and institutionalizations. With the priority emphasis on children and adolescents with behavioral health challenges, adults with serious mental health disorders, and/or addictive disorders as well as acute stabilization, focus is on these priorities with staff strategically placed to work together to achieve OBH goals. This Division contains 3 teams currently identified as 1. Community Based Supports and Program Compliance; 2. Prevention, Wellness, and Workplace Development and 3. Addiction Enhancements and Accountability. OCCUPATIONAL SUMMARY This is a highly responsible management level position in the Office of Behavioral Health (OBH) having statewide responsibility for direction and routine communication to behavioral health professionals regarding issues related to practice in the behavioral health field. The incumbent provides oversight, monitoring, and supervision for various operations related to child and family behavioral health. The incumbent will also provide contract monitoring, oversight, technical assistance and support to an array of child and family efforts of the OBH that may include a variety of subcontracted services. The incumbent is one of the team that is responsible to respond to all single request and individual emergent situations as they occur. The incumbent will also be responsible for OBH response to special populations that may include juvenile justice- and child welfare-involved youth and youth with developmental disabilities. The incumbent is expected to participate in special projects efforts and for the management of several statewide and national mental health priorities, as a component of the Office of Behavioral Health, Louisiana Department of Health. ESSENTIAL FUNCTIONS 35% Liaisons with the Office of Juvenile Justice, the Department of Children and Family Services the Louisiana Department of Education, the Office for Citizens with Developmental Disabilities, the Families in Need of Services program, and other child and family serving agencies, related to care and support for children, youth, and families with behavioral health treatment needs. In collaboration with child-serving agencies and organizations, and with the managed care organizations (MCOs), coordinate care for court-involved and state agency-involved youth, including youth placed in LDH custody as per the Children’s Code. Works to decrease the use of out of home placement for youth with behavioral challenges, and promote the use of home and community based services and family-based treatment as best practice to serve the youth and families in Louisiana. Coordinate with MCOs on their care management of Medicaid-funded Specialized Behavioral Health Services (SBHS) for youth, inclusive of outpatient, home and community based, and residential services. 10% Assists the public by directing inquires to the right department or service agencies and assist with the handling of inquiries from the governor’s office, other agencies. Manages calls from the public and sees callers are informed of available services. Assist consumers in navigating systems for services. Answers calls to agency, website inquiries, and all requests from consumers, families, and the community at large relative to child and youth concerns and linkage and referral to other state agencies and resources. 25% Supports OBH priority goals and strategies to enhance access to high quality, contemporary, cost-effective, family-driven, evidence-based Behavioral Health Services that are data-driven and have a positive impact on individuals, families and communities. Develops and directs ongoing planning, management and capacity building processes across the broader behavioral health system, staff with the system and recipients of services. Establishes and manages mechanisms to develop knowledge and skills across systems, within OBH, and with families and youth to ensure meaningful engagement of all partners in state and regional planning activities including identification of service needs, gaps, and priorities for OBH. Evaluates and directs resource development through environmental scanning, resource mapping and assessment of system flow. Establishes and directs the implementation of data-driven utilization management procedures that maximize use of resource allocations and inform budget development processes. Supports and directs the identification of evidence-based and promising practices for implementation. Provides support and leadership for program development via ongoing consultation with staff on programmatic issues and program changes and providers technical assistance when needed. Remains current on trends in child/youth/family treatment. Assures that evidence-based and best practice models and practices are a part of the service delivery system. Identifies and researches models for best practices and conducts literature and research reviews, recommends models of programmatic implementation on a statewide basis. May assist in RFP development and grant writing/implementation as needed. Manages contracts as needed for grant-funded and other programs. 15% Interprets agency policy and provides direction to behavioral health partners across the state in carrying out policies, agency goals and objectives, and the procedures necessary for their implementation. Develops, interprets, and implements policy and procedures for the agency. Consults to identify clinical needs of professionals to assist in development of training programs to improve professional skills. 10% Represents the Office of Behavioral Health on committees and task forces. Serves as liaison to other LDH offices for related special service programs and to other local, state, and federal or private agencies in assigned special services program areas. 5% Performs other duties as assigned, which may include emergency preparedness and response in accordance with LDH Employee Policy.
