TheOAAS/Program Operations Program Manager 3 directly supervises both Program Operations’ Area Managers and is responsible for administrative oversight of waiver program operations statewide in all 9 LDH regions. Incumbent must possess a thorough knowledge of state and federal Medicaid guidelines and agency policies and procedures in addition to knowledge of the Medicaid service system for Long Term Care. Incumbent adheres to applicable laws, rules, regulations, policies, and procedures of LDH, OAAS, Civil Service and appropriate state/federal licensing and governing bodies. Incumbent participates in special projects as needed as well as performs other duties assigned by superiors for smooth and effective operation of the agency and of the OAAS programs. Essential duties include, but are not limited to – + Managing and directing OAAS Medicaid Home and Community Based Services (HCBS) waiver programs while working with internal and external stakeholders to develop program policies and procedures consistent with best practice and federal/state laws and regulations. + Overseeing the work of managers who are responsible for analyzing, evaluating and assuring effectiveness of service delivery and product completion through data obtained from reports, meetings, provider/agency communication, and information from higher management. + Monitoring budgetary and programmatic aspects of Program Operations to ensure adherence to budget. + Collaborating with internal and external stakeholders to analyze the impact of changes in federal/state laws and/or regulations on assigned programs. + Recommending and implementing programmatic updates to state legislation, guidelines, and/or policies/procedures that align to changes to federal/state laws and/or regulations. The office is committed to developing a long-term care system that provides choice, ensures quality, and meets the needs of consumers and caregivers in a fiscally responsible manner. OAAS has an annual administrative budget of approximately $70 million and provides services to approximately 30,000 participants (the elderly and people with adult-onset disabilities) through several large and complex Medicaid programs whose budgets total approximately $1.3 billion annually; including the Nursing Facility Admissions Program, Long-Term Personal Care Services Program, and two Medicaid Home and Community Based Services Waiver programs. OAAS also administers one state-operated health care facility, Protective Services, Program of All Inclusive Care for the Elderly (PACE) and other non-Medicaid grants and programs. OAAS state agency and regional office staff oversee programmatic operations, execute and monitor contracts, provide technical assistance to support coordination agencies and providers, and conduct monitoring and oversight activities to ensure compliance with federal regulations and state statutes and policies.
