This is a professional level position in the Department of Children and Family Services (DCFS), Office of Management and Finance (OMF), directing the Technology sections at the direction of the Program Manager 4. The Technology sections are responsible for the architecture and governance of projects and technology used within DCFS. Technology includes design, development, and implementation of software and systems, maintenance and operations of software and systems, systems/hardware/software/subscription services, and system and data integration. This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months. You must include all relevant education and experience on your official State application. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. Examples of Work Administers statewide programs by formulating and implementing current and long-range plans, policies, procedures, and regulations. Develops and administers the management of federal cooperative agreements and state interagency agreements. Initiates, reviews and approves requests for proposals, legal and personal services contracts, interagency agreements and Memorandums of Understanding. Formulates current and long-range plans, procedures, and policies for the statewide program(s). Participates, develops, coordinates, monitors, manages, oversees and directs the annual budget, capital outlay and operations expenditures. Directs the preparation of the centralized budget allocates to regional and central office cost centers. Monitors quality and quantity of services by developing data collection systems and regularly evaluating progress toward meeting the objectives and deliverables of the program(s). Directs activities of the program(s) through subordinate program officers including operations, organization, budget, personnel, quality assurance, and special projects.
