The Program Manager will oversee the personnel, administration, and coordination of required services. As the Program Manager, you will lead teams in the performance of their duties related to Distributed Mission Operations Center, Kirtland AFB, NM. This is a production contract that requires on-site work in a classified environment. Strict adherence to security processes and policies is required.
Responsibilities
As Program Manager, candidate will be responsible for 15 contract deliverables. Deliverables include, but are not limited to, production of Air Tasking Orders, OPTASKLINK, Air Operations Directives, Orders of Battle, Joint Prioritized Targeting Listings, Joint Tasking Orders, Enumerations Lists, Model Mapping, Test Plans, Acceptance Test Plans, Requirements Plans, Monthly Status Reports, and Quarterly Program Management Reviews for the customer.
In addition, candidate will be responsible for:
Personnel and Team Management:
Supervise, administer, and coordinate the required services.
Manage teams in the performance of baseline and mission support duties.
Project Planning and Execution:
Work directly with the COR regarding new project assignments and planning.
Serve as the point of contact (POC) for task order matters with the Government Contracting Officer's Representative(s) (COR(s)).
Have the authority to act or make decisions during and after normal working hours.
Management:
Personnel management, including supervising task order personnel.
Perform and oversee hiring and onboarding of new personnel.
Perform financial forecasting and conduct financial performance monitoring.
Manage contract invoicing.
Manage customer relationship management.
Develop reports and metrics as required.
Ensure contract deliverables are completed on time and accepted first time.
Perform quality control assessments.
Qualifications
Active TOP SECRET clearance with the ability to obtain SCI and SAP/SAR eligibility.
Masters in Arts or Science with 15 years of work experience, or Bachelor of Arts or Sciences with 20 years of work experience.
Experience must be in operations management or in operational discipline and must include five (5) years of specific experience in C2 systems, Air Weapons systems, modeling and simulation/DMO or Program Management. Minimum three (3) years of experience managing multiple projects concurrently.
Possess active TOP SECRET clearance with the ability to obtain SCI and SAP/SAR eligibility.
High-level organizational, scheduling, and prioritization skills.
Maintain a high level of confidentiality, ethics, and integrity.
Demonstrate technical baseline knowledge and expertise in Distributed Mission Operations, Dissimilar Interactive Simulation protocols, multiple environmental generation applications, Joint Exercise Life Cycle doctrine, military command and control doctrine and joint and service doctrine application.
