Program Manager Job Details Job Location Fresno - 1900 N Gateway - Fresno, CA Position Type Full Time Education Level 4 Year Degree Salary Range $68640.00 - $68640.00 Salary/year Job Category Nonprofit - Social Services Description Position Summary: Person in this position will be responsible for providing administrative programmatic leadership and oversight of the program of the Department of Social Services (DSS) Homeless Disability Advocacy Program (HDAP). Responsible for coordination of client care by collaborating with multidisciplinary professionals to provide and facilitate services. This position will monitor data for contract compliance, submit performance reports, and will provide supervision through direct observation and follow-up training. Essential Job Functions include those listed below. Essential Job Functions: + Oversight of day-to day operations of the Housing Disability Advocacy Program (HDAP) program. + Oversight and Management of operating budget and program fiscal expenditures. + Oversight of the intake and assessment of incoming participants to determine eligibility and appropriate services. + Knowledge of the SSI/SSDI Outreach, Access, and Recovery (SOAR) model. + Responsible for reviewing SOAR Medical Summary Reports (MSRs). + Hire and arrange for staff development, education, and training activities. + Function as a liaison to the Director of Housing Services external groups and agencies in promoting inter-organizational collaboration including attending Community meetings as required. + Monitor compliance with all required standards, regulations, state, and federal guidelines. + Heavy documentation; Homeless Management Information System and WestCares Clinical Data System. + Responsible for collection and submission of weekly, monthly, and quarterly reports. + Develop, implement, and monitor procedures to meet agency policies and contract management including the preparation of comprehensive reports for funding or agency sources. + Embrace and embody the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation; and + Perform any other duties as assigned. Qualifications Essential Qualifications: + A minimum of four (4) years supervisory experience with knowledge of program performance indicators. + Demonstrate knowledge of target population and housing services including three (3) years’ experience working with the homeless population, substance users and or mental health care systems. + Management and administrative experience and capabilities; + Must possess knowledge of chemical dependency, substance abuse and mental illness; + Possess knowledge of state and federal regulations including tenant rights, confidentiality guidelines and Housing First model; + CPR Certification, First Aid Certification and an Annual Tuberculosis test. Education: + Graduation from an accredited four-year college with a degree in Addiction Counseling, Counseling, Social Work, Psychology, or a related field or equivalent experience and education combined. Working Conditions: + Work is primarily performed in an office or a treatment setting; and + Some outdoor activities may be required. Physical Demands: + The normal work routine involves no exposure to blood, body fluids, or tissues, BUT exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee engaged in Category II tasks; + Occasional lifting of more than 10 pounds; + Transportation of clients in company vehicle; + Occasional risk of intensive activity with clients; and + Sitting, standing, walking, reaching are performed in the normal course of the position.
