Support USCG CG-7 in the development and management of a standardized, defendable and repeatable process to generate and maintain USCG capability (operational) requirements in support of follow-on acquisition activities to improve the performance of all USCG missions.
Responsibilities Provide overall leadership and guidance for all contractor personnel assigned to the task order, including assigning tasks to contractor personnel, supervising on-going business and technical efforts, and managing overall task order performance.Manage the client interface at the COTR levelServe as point of contact with client, and performs day-to-day management of contract execution, possibly involving multiple tasks and groups of personnel at multiple locations, on a single projectEstablish and maintain technical and financial reports demonstrating project progress and delegates responsibilities to subordinates and oversees successful contract/task order completionEnsure senior level management within the client organization is aware of overall program status, including all relevant projects and their potential impact on higher level organizational strategic visionSupport the management of current operations by delivering products that facilitate the development of operational strategies. Manage USCG mission analysis of current mission gaps and deficiencies on operational effectiveness to identify solutions that would fulfill mission requirements; support initial acquisition strategies, and oversee production of the USCG Mission Analysis Reports (MARs). Develop an USCG Requirements Integrated Master Schedule that manages the initiation, planning, coordination, document production, execution and closing of CG-7 projects performed. Manage all DHS Joint Requirements Council (JRC) document production (e.g. Capability Analysis Study Plan (CASP), Capability Analysis Reports (CAR), Concept of Operations (CONOPS), Operational Requirements Document (ORD)) and integrate into the USCG Requirements Integrated Master Schedule.Develop an USCG Requirements Integrated Master Schedule that manages the initiation, planning, coordination, document production, execution and closing of CG-7 projects performed. Assist with organizing, facilitating, or participating in conferences, forums, symposia, events, and meetings. Support the management of current operations by delivering products that facilitate the development of operational strategies. QualificationsRequired:
MA/MS with 10 years of experiencePMP CertifiedDocumented experience performing integrated master scheduling (IMS) on multi-mission dollar acquisition effortsAt least four years of experience as a primary IMS scheduler for major projects and Microsoft Project Expertise using IMS functionalityExperience in the acquisition process and with strategic document management
