Program Manager - Position Description

We have immediate hire openings for Program Manager to join our PMS 300 & 325 UR Team supporting Naval Sea Systems Command (NAVSEA), Washington, DC who wants to grow with the Company. Security Clearance:

Applicant must be eligible to hold an active Department of Defense (DoD) SECRET personnel security clearance.

Responsibilities

·        The Contractor shall provide professional program/project management and technical support services to the PAPM and APM’s supporting the Program office to assist achievement of current programs’ objectives and acquisition strategies. These services shall include, but not be limited to, providing logistics, trials, special projects, and conference support.

·        Management and administrative services provided by the Contractor shall include, but not be limited to, the following: coordination of acquisition office operations including management of records, schedules and correspondence; development of procurement documentation; requirements analysis; deliverables management and tracking; metrics tracking, analysis and development of reports; and assistance in the development of milestones and objectives for current programs.

·        Coordinate mentor and direct the contractor support team with Responsibilities: Draft letters, correspondence, documentation for multiple customer/country FMS cases at the Case Manager's direction. Direct /Conduct research and analysis for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOA). Provide supporting documentation and prepare documentation for implementation, execution, reconciliation, and closure of FMS cases.

·        Provide data and prepare briefs and reports including case, RSN, PDLI summaries, Program Management Review (PMR) documentation and presentation materials/briefs, and country correspondence. Support research and analysis functions, Research case data associated with FMS weapons and other systems/materials

·        The FMS Management will work with other members of the Security Cooperation team and under the direction of the Case Manager/Program Manager/Team Lead and assist the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable Department of Defense (DoD) Acquisition policy guidance.

Experience Requirements:

15+ years program management, Government technical management, or Industry  business management, with 7+ years in DoD/DoN program management  Ability to work and interact with others in a structured/team environment. Communicate effectively, verbally and in writing, with external clients and team members. Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint Excellent research skills, attention to detail and organizational skills. Desired at least one (1) year of Navy Foreign Military Sales experience. 

Educational & Certification Requirements:

Bachelor's degree in Engineering or Business Management discipline Preferred Degree: Master's degree in Engineering or Business Management discipline          Preferred Certifications: Project Management Professional (PMP)

·         * Knowledge of FMS policies and procedures and demonstrated ability to apply that knowledge to help inform case execution

·        * Ability to track, status, and update program action items and risks

·         * Ability to develop customer-driven milestone charts and actively participate in integrated master schedule development

·        * Ability to assist with the development of customer solutions to unique requirements

·         * Assist in the development of technical and financial responses to requests for P&A data, letters of request, and case modifications and amendments

·        * Work within a multi-disciplinary IPT and coordinate with program analysts, financial/budgetary managers, engineers, and logisticians to promptly address customer requests and prepare program briefs.
