This position directly supports Communications systems, acquisition, integration, installation, operations, and maintenance to the USAF Central Command A6. The Program Manager (PM) has authority to act on behalf of V2X, Communications Technical Support Services (CTSS), and has full and autonomous responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contract specifications. The PM reports directly to the Executive Director of Operations and is: Knowledgeable and experienced in all aspects of project operations defined by the PWS. Physically located at Sumter, South Carolina and maintains close contact with the KO and A6 Government Points of Contact at Shaw AFB, SC. Performs overall managerial duties necessary for the successful performance of the CTSS V contract. Provides direction and guidance to personnel assigned to the contract and its subordinate Task Orders. The Government’s primary point of contact for the designated Government Contracting Officer (KO) for the day-to-day operation and maintenance (O&M) of each requirement and installation (site) where Contractor personnel are located. Reachable and can be contacted by the KO/COR and A6 personnel at all times. This position is contingent upon successful contract award to V2X. Responsibilities Major Job Activities: Manage and direct the daily execution of multiple programs with within the CTSS V contract to ensure cost, schedules, and performance goals are met. Provides direct interface, communications, and coordination with internal and external customers on matters pertaining to existing contracts and future activities. Ensures all government regulatory guidance is adhered. Supports military policies and provides policy guidance for contractor personnel. Participates in contract and subcontract negotiations. Allocates, monitors, and controls all budgets. Attends government staff meetings and supports all customer operational requirements. Ensures quality standards are applied to all levels of the work and measured for effectiveness. Maintains an accurate listing of all personnel with contact information and provides to COR as changes occur. Maintains daily contact with project managers and coordinates activities with them to ensure all contract requirements are met. Establishes policies and procedures for performance and control of contract related management functions and the management and supervision of technical support. Directs and monitors the development of subordinate project standard operating procedures. Ensures maintenance, supply, operation of Government Communications-Electronic systems and other services are provided as required in support of the CTSS V program. Material & Equipment Directly Used: Computer Equipment and Software General Office Equipment Working Environment: Working environment is primarily indoors. Travel may be required to countries within the CENTCOM Area of Operations. In those cases, weather may be extreme. PM may be required to work an uncommon tour of duty including nights, weekends, and holidays. Physical Activities: Individual should be able to lift up to 50 lbs. unassisted. Qualifications Minimum Qualifications: Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures. Must be Project Management Professional (PMP) Certified and meet one of the following requirements: Bachelor of Science Degree in engineering, computer science, math, physics or related scientific discipline, mathematics, or management information systems from an accredited university, OR Master of Science or Arts in Business Administration from an accredited university, OR PMP Certified plus two years of additional general experience. Active DoD Secret Clearance required; TS/SCI preferred. Experience / Skills: Minimum of 12 years of experience in supervising personnel, technology assessment, systems design, and system analysis; managing multiple technical programs including budgetary responsibility, planning, and estimating work loading requirements; acquisition planning; communicating and interfacing with DoD Government customers. Must have management experience leading large complex organizations. IT and satellite communications technical background is a plus. Supervisory / Budget Responsibilities: Manages a team of over 300 highly-skilled IT technical personnel based in locations throughout the CENTCOM Area of Responsibility. Manages an annual multi-million-dollar budget. The program is also expected to grow in size as task orders are issued.
