Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Operations Support, Office of the Chief Medical Officer. Responsibilities This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10). This position is located in Operations Support (OS), Office of the Chief Medical Officer (OCMO). While serving as a Program Manager, your duties may include: Providing advice, studies, and analysis to management by applying a wide range of qualitative and quantitative methods to assess complex management, program and acquisition data; Directing, implementing, coordinating, and overseeing a segment of a CBP program or supports staff related to acquisition, planning and conducting special studies, personally or through team members; Providing advice to managers, and developing and evaluating policies, procedures and other documents in assigned areas; Implementing and monitoring management information systems for the analysis and tracking of program data; long and short range plans; policies and priorities established by statutes, executive orders, the Department, or management; and Performing the full range of acquisition/contract management oversight by applying established acquisition principles, performance analysis concepts, and procurement innovation practices to a wide variety of acquisition programs and services contracts. Qualifications Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting analysis on program objectives, and recommending actions or improvements; Planning and assigning work to subordinate units based on priorities, difficulty of assignments, and the capabilities of the employee; Developing status reports, briefings, presentations, and white papers; Providing recommendations for action that aligns with related policies, procedures, directives, and best practices; and Participating in contract source selection or other acquisition activities. This position requires FAI FAC-P/PM Senior-Level Program Management certification with DHS P/PM Specialization, or the ability to obtain this certification within 18 months of placement. The position may also require DHS IT Specialization if assigned to an IT or Mixed Program. Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3-weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.
