For more information please see: AcqDemo This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for establishing program objectives, making recommendations, planning milestone dates, tracking the processes and costs throughout the life-cycle of the program. Responsibilities This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Program Manager at the NH-0340-4 some of your typical work assignments may include: Lead the program office to deliver required capability and meet requirements within cost, schedule, risk, performance baselines and activities to define the technical requirements, the acquisition documents IAW MDA processes and oversee the funding execution and propose budgets to fund future years IAW MDA POM process. Apply systems acquisition processes, policies, procedures, and practices necessary to develop and assess technical and economic feasibility, including cost, schedule and performance. Work with leadership to establish improved operating concepts and criteria and stimulate the development and integration of improved policies, methodologies, and techniques across the MDS. Prepare, review, and document acquisition documents for internal and external communications to include Agency leadership, other government Agencies, and prime contractors. Document program baseline detail and report executability on the progress of the program. Respond to DoD, GAO and Congressional requests for information on the progress and challenges of the program. Requirements Conditions of Employment Qualifications You may qualify at the NH-04 broadband level, if you fulfill the 3 of the 5 qualifications below: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience with: Applying knowledge, principles and methods for developing and managing integrated technical program/project plans (cost, schedule and technical). Communication skills (oral and written) to senior leaders, individuals or groups as well as to Other Government Agencies. Leading people and teams (within and outside the MDA) to solve complex program/project problems. Leading teams, and collaborating across programs, organizations, functional IPTs, and external stakeholders. Department of Defense acquisition principles, regulations, policies, and processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
