Summary You will serve as a PROGRAM MANAGER in the FACILITIES AND INVESTMENT DEPARTMENT of COMMANDER - NAVAL INSTALLATIONS. This is a RE-ADVERTISEMENT of Announcement Number: ST-12665868-25-LLC. Pay Ranges: Washington D.C: $142,488- $185,234 Norfolk, VA: $126,382- $164,296 Jacksonville, FL: $124,531- $161,668 San Diego, CA: $142,254-$184,929 Kitsap, WA: $139,967-$181,956 Pearl Harbor, HI: $130,009- $169,012 Responsibilities You will serve as the Commander, Navy Installations Command (CNIC) Program Manager of Real Estate Policy and Requirements Program. You will coordinate Risk and Departures from Specifications program efforts with Navy Regions and personnel from other Navy activities. You will develop and brief comprehensive real estate policy, procedure, and requirements oversight for the acquisition, management, and disposal of Navy real state and real property world-wide. You will protect operational capability and mission sustainability while aligning with current and future Fleet Readiness customers and managers on Infrastructure long range plans. You will develop new and innovative policies, procedures, and real estate requirements to improve the efficiency, effectiveness, and productivity of real estate operations based on validated mission requirements. You will research and analyze data pertinent to your program responsibilities. You will consult daily with all CNIC, Chief of Naval Operations (OPNAV), NAVFAC HQ and the Navy secretariat subject matter experts on all matters related to real estate policy, procedures, and program requirements. You will identify and propose solutions for program risks, problems, issues, and concerns in the development of Facility Sustainment Repair and Modernization Policy. You will staff, review, and/or clear all major real estate correspondence for release by CNIC HQ to ensure conformity, compliance, and consistency with established policy, procedures, and legislative requirements. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing justifications for projects and funding requests through all levels of review in the chain of command up to and including Congress, 2) Developing new policies and procedures to improve the efficiency, effectiveness, and productivity of real estate operations based on validated mission requirements, 3) Monitoring and providing amplifying guidance/policy on all legislation impacting real estate programs, 4) Providing comprehensive real estate policy, procedure, and requirements in regard to acquisition management, and disposal of real property world-wide that protects operational capabilities and mission sustainability. OR Have successfully completed an LL.M. degree that is related to the position being filled. OR Have a combination of experience and education that equates to one year of experience.
