This individual will oversee the daily operations of the contract, manage a team of contractor personnel, and report to the NAVIFOR Coalition and Allied Program Manager and the Contracting Officer's Representative (COR). The Contractor PM Lead will be responsible for the preparation of briefings and presentations for senior-level executives, including flag/general officers and SES-level officials, and will support a variety of strategic planning and program management tasks. This includes coordinating with both government and contractor teams to prepare and review proposals, manage Program Objective Memorandum (POM) analysis, and support acquisition and modernization efforts. The Contractor PM Lead will also participate in critical meetings such as the Naval Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) Modernization Council (NCMC) and other relevant technical working groups. Position Responsibilities Program Management Lead and manage all contract-related tasks ensuring high performance in line with PWS objectives. Oversee and direct contractor personnel efforts, ensuring timely and efficient delivery of contract outputs. Stakeholder Communication Direct communication with the NAVIFOR Coalition and Allied Program Manager, as well as the COR, ensuring alignment and progress on program deliverables. Prepare and present briefings to senior leadership (O-6/GS-15 and above). Task Monitoring Report on programmatic progress, tracking milestones and deadlines for tasks and deliverables. Provide detailed progress reports in Weekly Activity Reports. Strategic Planning and Analysis Support the development of program-related documents, including POM analysis, acquisition planning, and proposal reviews. Provide recommendations on system products, program activities, and improvement actions. Program Information Technology Service Management (ITSM) Support Assist in optimizing and updating ITSM standards and practices in alignment with DOD and Navy guidelines. Support the integration and modernization of ITSM systems. Continuous Improvement Work on Continuous Service Improvement (CSI) initiatives to enhance the quality and interoperability of Navy IT services and support operational activities. Qualifications Experience Required: 5-yrs of practical experience in Information Technology (IT) Systems or Information Operations (IO) supporting the Department of Defense, with hands-on experience in managing complex projects or programs. 5-yrs of program management experience, including managing cost, schedule, performance, and personnel. Must have a demonstrated ability to interface with customers and provide high-level support for tasking similar to what is described in the PWS. Proven success in preparing and delivering briefings and drafting documents for high-level audiences (O-6/GS-15 level and above). Project Management Professional (PMP) Certification required. Information Technology Infrastructure Library (ITIL) v4 Foundations Certification. Cloud Certification as defined in the contract requirements. CSWF IAM Certification Level II or III. Skills Required: Strong leadership skills with the ability to direct contractor personnel and manage program deliverables. Ability to manage multiple tasks concurrently, prioritize effectively, and meet deadlines. Excellent verbal and written communication skills, with experience delivering presentations to senior leadership. Experience with ITSM best practices, standards, and governance, as well as familiarity with DOD and Navy ITSM guidelines. Familiarity with Program Objective Memorandum (POM) preparation, strategic planning, and acquisition processes. Proficient in using project management tools and software to monitor and report on program progress. Analytical mindset with the ability to assess program effectiveness and identify areas for improvement.
