Program Manager Job Details Job Location Hagatna - 402 E Marine Corps Drive - Hagatna, GU Position Type Full Time Education Level 4 Year Degree Salary Range $41,600.00 - $49,140.00 Salary Job Shift Any Job Category Management Description Description:Responsible for the oversight of Veterans and their families supportive services including case management best practices and participant intake process. Essential Job Functions: + Provide programmatic and administrative leadership and supervision for grant based program; + Oversee successful implementation of a federal prevention services grant which includes hiring and supervision of staff, execution of grant deliverables, liaising with federal agencies, and involvement in evaluation methods; + Assist in grant planning and initiation of potential funding opportunities when required; + Function as a liaison to the Senior Vice President and external groups and agencies in promoting inter-organizational collaboration including attending and facilitating community meetings as required; + Arrange for staff development, education and training activities; + Assist in the development of program fiscal and budgetary tracking systems and implementation as well as providing the oversight and management of operating budget and program fiscal expenditures; + Monitor compliance with all required standards, regulations, state and federal guidelines; + Develop, implement and monitor procedures to meet agency policies and contract management including the preparation of comprehensive reports for funding or agency sources; + Supervises individual supportive services plans; + Conducts community outreach to assure Veterans and their families become aware of opportunities and services to help with permanent housing; + Conducts educational sessions with Veterans and Families to include personal financial management, job skills, resume writing, etc.; + Conducts community education regarding services and Veteran needs; + Manages evidence based practices, needs assessments, and strategic planning; + Increases relationships with all social service providers within the target regional area. Attends all required VA meeting; + Embrace and embody the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation; and + Perform any other duties as assigned. Qualifications Education: + Graduation from an accredited four-year college with a degree in Addiction Counseling, Counseling, Social Work, Human Services, Psychology, or a related field or equivalent experience and education combine.
