**Overview**
SOSi is seeking a highly qualified **Program Manager** to lead a large Information Technology (IT) support services contract for our government customer. The PM is responsible for management, direction, administration, quality assurance, and leadership of the execution of this task order. The PM is responsible for overseeing the overall delivery of all services under this task order.
This program supports theater communications architecture and enhancing interoperability between the customer and Allied mission partners. The services performed under this contract will include, but are not limited to, End User help services, network services (WAN/LAN), Internet Protocol Television (IPTV), Mobile communications, System Administration, Command and Control (C2), Application/System Support, Project Management, Engineering Services (System/Network), Software Engineering and Application Development, Cyber Security, Logistics Management, Storage and Virtualization, Knowledge Management, and Enterprise Architecture Services.
**Essential Job Duties**
+ Responsible for overall program performance and customer satisfaction.
+ Provide overall direction of the program activities and management of personnel.
+ Manage and deliver program reports to government counterparts, including financial reporting.
+ Manage schedules to provide on time performance of all aspects of the contract.
+ Provide direction for operations, ensuring compliance with all management policies and procedures.
+ Provide recommendations for the resolution of technical problems.
+ Act as the primary contractor interface with senior levels of the customer organization for all matters involving contract execution.
+ Represent management at program reviews, meetings, industry day events etc.
+ Recommends and provides strategic guidance on internal technology investments to optimize the program’s capability development and solutions to address client needs.
+ Articulates fact-based analysis of client business problems, budget prioritization and architects’ approach and solutions to address client needs while gaining client advocacy.
+ Serve as the main point of contact for the contracting officer’s representative, government program manager, and contractor senior management.
+ Rapidly assemble and execute cross disciplinary contract teams to address urgent or unexpected cost, schedule, or technical program issues or surge requirements.
+ Other duties as assigned.
**Minimum Requirements**
+ TS/SCI clearance required.
+ Bachelor’s degree in Business, Information Technology, or relevant discipline.
+ Ability to obtain and maintain Technical Expert accreditation status under DOCPER.
+ DoD 8570 IAT-II or 8140M certification required.
+ Project Management Professional (PMP)® Certification.
+ Minimum 10 years of experience performing program management function, primarily for a geographically dispersed workforce in an OCONUS DOD IT contract.
+ Experience managing a program with an annual value of no less than $20M.
+ Exceptional communications and presentation skills
+ Proven track record in successfully running US and multi-national coalition network support.
+ Comprehensive understanding of military acquisition, FAR and DFARs.
+ Experience reading, interpreting, analyzing, and developing formal program management reviews and responses to government deliverables.
+ Experience procuring equipment in accordance with DOD regulations.
+ Exceptional planning, organizational, analytic, leadership, interpersonal and decision making skills.
+ Exceptional negotiation, conflict resolution, and customer service skills.
+ Tested experience in leadership within multiple customer organizations; acumen leading diverse technical teams; ability to forge customer relationships across new and adjacent margins.
+ Determine passion for our client’s mission with a bias for action; willingness to see the full picture; ability to provide thought leadership and a commitment to growth.
+ DOD “fluency and literacy” regarding the major geopolitical issues supporting the European and African missions and theaters.
+ Experience working in Germany and navigating ECOPS portal for TESA requirements.
+ Thorough understanding of financial aspects of program management including:
+ Cost Benefits Analysis, Return on Investment scenarios; Firm Fixed Price (FFP); Cost Plus - Fixed Fee (CPFF), Time and Materials (T&M), Profit and Loss (P&L), and familiarity with budgeting and requirements generation process within the US DoD. MUST understand the Planning, Programming, Budgeting, Execution (PPBE) process for DoD and impacts to the program.
**Preferred Qualifications**
+ Master's degree.
+ Experience writing, reading, interpreting, and negotiating government contracts and subcontracts are a plus.
+ U.S. Military Service and/or Government services.
+ Proficiency in German.
**Work Environment**
+ Working conditions are normal for an office environment.
+ Ability to lift and/or move objects or packages of up to 25 lbs.
