Summary About the Position: Serves as Supervisory Program Manager/Section Chief overseeing Environmental, Military or Interagency and International Support (IIS) projects within the Louisville District's Mission Boundary. The Section Chief has responsibility over all aspects of the programs and projects ensuring that the development of project scope, budgets, schedules, procurement strategies, etc. are in line with the overall program objectives and goals. Responsibilities Provide expert program/project management for projects or programs of high dollar value ($100 to over $200 million in total cost) of national priority, of extraordinary urgency, and/or having similar requirements. The incumbent will supervise a staff of 10-15 professionals including Project Managers, Program Analysts, Management Information Specialists, and Project Schedulers. Participate, with key District personnel, in defining project goals and in preparing a management plan for accomplishment. Review and approve operating plans and approaches, establishes overall project priorities, procedures, short range goals, and long-range goals. Represent the District when dealing with other DoD agencies, local municipal authorities, state municipal authorities and other stakeholders for the project and is responsible for furnishing authoritative responses to project questions and issues. Serve as primary point of contact and project management business plan expert for all work assigned. Ensure the organization's strategic plan, mission, vision and values are communicated to the section and integrated into the section's strategies, goals, objectives, work plans and work products and services. Perform full range of supervisory duties. Develop performance plans and rates employees. Prepare individual development plans and determines training requirements. Provide for and/or arrange for needed development and training. Responsible to assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees. Monitor and report on the status and progress of work, checks on work progress and reviews completed work to see those priorities, methods, deadlines and quality objectives have been met. Review and approve funding and manpower estimates to ensure there are sufficient resources to support project objectives. Plan, program and oversee cost and schedule, execution of all actions required for projects in coordination with the functional chiefs of each area to assure the projects are completed within guidelines and objectives. Specialized Experience: One year of experience serving as a technical expert in applying leadership and engineering principles to manage interdisciplinary teams performing complex and comprehensive design and construction projects. Must demonstrate high-level communication skills providing opinions or expert advice to stakeholders on complex projects. Ability to apply state-of-the-art technology into mission execution, develop long range organizational and workforce staffing plans while applying federal hiring authorities, and create and execute an annual budget inclusive of direct project labor and overhead expenses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). This experience must be demonstrated within your resume. For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted.
