Abacus Technology is seeking a Program Manager to support the planning, development, implementation and management of a comprehensive, affordable and effective systems support strategy at Hill AFB. This is a full-time position.
Responsibilities Plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment.Support the acquisition program management full life cycle requirements of systems, subsystems, and equipment throughout the case life cycles.Provide recommendations in support of overall training systems.Provide acquisition program analysis support, including technology development and integrating engineering, program control, foreign disclosure, test and deployment, configuration management, production and manufacturing, quality assurance, and logistics support.Assist with development of documentation and funding requirements leading to program implementation.Assist in identifying and resolving any program management issues.Prepare plans and documentation required to participate in the Material Development Decision (MDD), pre/post Acquisition Strategy Panels (ASPs), and the Milestone A, B and C decision processes (DoDI 5000.2).Review proposals of prime contractors and their subcontractors, and present recommendations to the Government for use in technical evaluations.Assist the government team in the development and refinement of Directorate-level portfolio metrics.Present information to Directorate leadership and interact with AFMC and AFLCMC Inspector General representatives to ensure compliance with applicable procedures. Develop and implement procedures to track program status and maintain program health.Develop, facilitate, and maintain an operational and strategic communications plan to promote organizational branding, marketing, influence, messaging, and/or public affairs internal to the organization and external to stakeholders.Assist in reviewing, supporting, and managing FMS case requirements along with establishing, developing, modifying, updating, processing, integrating, and executing current and future requirements in the Letter of Offer and Acceptance (LOA). Assist in preparation of Security Assistance Program Management Reviews.Survey and update Manpower Requirements and the Manpower Travel Data Sheet (MTDS) using current Air Force processes.Assist in studies and surveys to collect and analyze data to provide advice and solutions for acquisition planning.Navigate program planning and execution in a diverse FMS business environment, while providing guidance to support the program and its leaders at all levels. Qualifications12+ years experience in acquisitions including at least 5 years working in a DoD environment. Bachelor’s degree in a related field. Must demonstrate an understanding of DoD acquisition processes, and analytical methods or techniques to gather, analyze, and evaluate information required by programs or project managers and Mission Partners. Able to draw conclusions and devise solutions to problems relating to improvement of acquisition effectiveness and compliance. Able to develop and draft acquisition documentation and ensure quality control. Experience performing work measurement studies, program or operations efficiency reviews, cost studies, or workload change impact analyses; and rely upon and use automated management information systems in performing fact finding, analytical, and advisory functions. Must understand current Air Force acquisition regulations, guidelines, and processes. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs. Able to support and develop various briefings/schedules of program status and acquisition tasks to senior management. Able to assist in acquisition strategy planning, pre-award and post-award document preparation, and milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation. Able to develop and integrate risk management plans and strategies and support program briefings. Must have a working knowledge of Earned Value Management (EVM). Expertise and knowledge necessary to provide high-level program guidance relevant to Foreign Military Sales (FMS) of the AN/AAQ-24(V)N Large Aircraft Infrared Countermeasures (LAIRCM) system. Knowledge with aircraft Integration of Electronic Warfare (EW) systems to include LAIRCM, Radar Warning Receiver (RWR), digital receiver/exciters (DREX), and Radio Frequency Countermeasures (RFCM) installed on Head of State (HoS) and military aircraft for international customers. Possess the knowledge and understanding of International Traffic in Arms Regulations (ITAR), foreign disclosure requirements, program protection planning, Government contract development, defense contractor proposal reviews for appropriate scope, cost and technical factors, and expertise in planning, implementing, and executing international programs. Strong communication skills and proficiency in engineering practices and concepts in order to provide superior technical and strategic problem-solving skills. Experience with Microsoft Teams, Microsoft Power Apps, Microsoft Project, and Microsoft Office. Must be willing to travel CONUS and OCONUS as necessary. Must be a US citizen and hold a current Secret clearance.
