Program Manager - Business Side

Fulcrum Consulting, an LRS company is seeking a Program Manager – Business Side for our client in Raleigh, NC. The Program Manager – Business Operations is a seasoned program management professional responsible for overseeing complex business programs, particularly in the areas of Finance, Compliance, Risk, HR, and Organizational Change Management. This individual will work alongside an IT Program Manager, focusing on program-level coordination across multiple business functions, ensuring that dependencies, risks, and scope are managed effectively. This role requires an individual with excellent negotiation skills, the ability to manage multiple strong personalities in the executive space, and a deep financial background, particularly in Banking. The Program Manager will also ensure smooth collaboration across business operations and drive solutions that span multiple projects, all while maintaining clear communication with both business and IT teams.
Key Responsibilities:Program Management Leadership:Directly manage program-level initiatives across multiple business areas, ensuring alignment with organizational goals and objectives.Act as the main point of coordination across projects, specifically managing dependencies between business operations, Finance, Treasury, Compliance/BSA/AML, Risk, HR, and Operational Change Management.Ensure that business projects within the program are managing dependencies effectively and resolving issues that arise across different workstreams.Cross-Functional Collaboration:Work closely with IT Program Manager to align business requirements and IT solutions, especially in areas such as Data Governance, Data Mapping, and UAT (User Acceptance Testing).Serve as the bridge between business operations and IT, ensuring clear communication, shared goals, and smooth execution of interdependent projects.Provide strategic support to project teams by ensuring consistent decision-making criteria and a structured approach to problem-solving, enabling faster, more effective decision-making.Scope and Risk Management:Identify and manage scope gaps by catching work items that don’t fit neatly into any existing projects and ensuring no scope is missed.Take ownership of manual processes across business projects, ensuring that they are actively managed, tracked, and risks are identified early.Lead risk assessments and ensure mitigation strategies are in place, particularly for complex, cross-functional projects with dependencies.Executive Stakeholder Engagement & Negotiation:Manage relationships and negotiate with multiple strong personalities in the executive space, ensuring that conflicting priorities are balanced, and consensus is reached.Provide regular updates and facilitate discussions to resolve issues with senior leadership, acting as a trusted advisor on program-level topics.Ensure that program goals, metrics, and performance indicators are clearly defined and agreed upon by all stakeholders.Program Strategy & Governance:Ensure that program objectives are clearly defined, tracked, and reported, with regular updates to the Steering Committee and executive sponsors.Assist in the development of consistent decision-making frameworks and policies to ensure smoother and faster decision-making across all business teams.Lead governance activities and establish program reporting structures to ensure transparency, accountability, and alignment with business goals.Process Improvement & Change Management:Lead and support change management efforts by helping business units adapt to new processes, tools, and controls, ensuring smooth transitions and minimal disruption to operations.Financial & Resource Management:Ensure financial oversight across the program, ensuring all business-related projects stay within budget and financial constraints.Provide financial analysis support for program decisions, particularly in relation to budgeting, forecasting, and resource allocation for business operations.Qualifications:Experience & Education:Bachelor's degree in Business Administration, Finance, or a related field; MBA or equivalent preferred.7+ years of experience in program management, specifically in business operations, compliance, risk management, and change management.Demonstrated experience managing complex programs directly, ideally in the banking or financial services industry.Expertise in managing cross-functional teams with strong business and IT stakeholders.Skills & Competencies:Negotiation & Stakeholder Management: Proven ability to manage relationships and negotiate across different executive teams and strong personalities.Program Management Expertise: Extensive experience managing large-scale, business-facing programs, with an ability to identify dependencies, gaps, and scope risks.Financial Expertise: Strong background in financial management, particularly within the banking sector, with an ability to manage budgets and provide financial oversight.Microsoft Project & Tools Expertise: Proficiency in Microsoft Project is required; experience with Microsoft Project Server is a plus, though training will be provided.Process & Risk Management: Ability to track and manage risks, dependencies, and manual processes across multiple projects.Change Management: Demonstrated ability to lead and support business transformation efforts, ensuring smooth transitions and adoption of new processes.Technical Proficiency: Expertise in using Microsoft Project for detailed planning, scheduling, and resource management.Experience with project management tools and methodologies, with the ability to adapt tools to support business objectives.Leadership & Decision Making:Self-motivated, with strong leadership abilities to drive program success and influence senior stakeholders.Excellent analytical and problem-solving skills, with a focus on delivering solutions that balance business needs and operational constraints.Additional Skills:Strong communication and presentation skills, with the ability to influence and engage senior stakeholders.Ability to thrive in a dynamic, fast-paced environment with multiple, often conflicting priorities.Experience in leading or supporting teams working on topics such as User Acceptance Testing (UAT), policy and procedure development, and compliance/AML.
