Summary This PROGRAM MANAGER (DEPUTY INFORMATION OPS SQUADRON COMMANDER) position is located in an Information Operations (IO) Squadron and is part of the CA 195th WG. Responsibilities THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the PROGRAM MANAGER (DEPUTY INFORMATION OPS SQUADRON COMMANDER), GS-0340-13, is to protect the nation's war-fighter's information. Serve as the Deputy Commander. Participate fully with the Commander in planning, scheduling, controlling, and directing all unit functions through subordinate supervisor(s) who each direct substantial workloads comparable to the GS-11 level. Perform analytical and evaluative duties related to the business of Information Operations (IO), information systems and computer networks. Manage a program involving work in information protection, intrusion analysis, transmission, storage, and information processing methodology, computer capabilities, and various computer operating systems. Responsible for coordination with Air Combat Command (ACC), Air Force Intelligence Agency/Air Force Information Warfare Center (AIA/AFWIC), Information Operations Group (IOG) and associated joint units. During times of normal staffing, the Deputy Commander shares responsibility with the Commander in all the above activities on a day-to-day basis, unless otherwise directed. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Priority Areas(s) of Consideration: Priority consideration is first given to the areas below. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. AREA II= Current California National Guard members. AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment). Military Grades: O-4 or O-5 Recruitment/Relocation Recruitment/Relocation Incentive MAY BE authorized, subject to funding and approval. PCS Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Must obtain and maintain a Top Secret clearance and be eligible for access to Special Compartmented Information (SCI). Qualifications General Experience: Experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations; Supervisory, managerial, professional, or technical work experience and/or training providing knowledge of management principles, practices, methods and techniques; Experience using computer and automation systems. PROGRAM MANAGER (DEPUTY INFORMATION OPS SQUADRON COMMANDER), GS-0340-13: Must have at least one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Knowledge of the organization and its mission and utilized the organizational staff procedures; Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions; Experience in managing the function of the work to be performed; Experience which includes leading, directing and assigning work of personnel.
