Program Manager (Deputy Product Director Acquisition)
Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Manager (Deputy Product Director Acquisition) position is assigned to the Program Executive Office, Aviation Office of Project Manager, Fixed Wing Aircraft Office of the Product Manager, Transport/FUA, located in Redstone Arsenal, AL. Responsibilities Serve as a Supervisory Deputy Product Director (DPD) for an assigned Program Executive Office. Perform acquisition duties to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million-dollar annual budget. Maintain continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities. Analyze and evaluate programs as they affect assigned equipment. Oversee POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience is defined as: 1) Develop operational budgets for assigned projects; 2) Analyze acquisition program evaluation documentation then make any needed adjustments as required; 3) Identify training needs of subordinates during employee evaluations; and 4) Oversee acquisition project responsibilities such as: development, acquisition, testing, life cycle support, resources management, contracting, scheduling, personnel or facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Administration and Management Human Resources Management Oral Communication Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
