Job Description

Huntington Ingalls Industries – Mission Technologies Division (HII-MTD) is currently seeking an experienced Logistics Program Manager to lead and manage a single award ID/IQ type contract providing support across the US Indo-Pacific Command (USINDOPACOM) Area of Responsibility (AOR).

 

The Program Manager will direct the overall program and supporting project leads. The Program Manager will be responsible for managing cost, schedule, performance, risk, quality, subcontract management, and strategic customer relationships. The role will involve continuous interface with key customers and program stakeholders.  
 

Essential Job Responsibilities Provide management and oversight of all activities and serve as the primary interface and Point of Contact (POC) with the Contracting Officer’s Representative (COR) and the customer Technical Point of Contact (TPOC).  Responsible for the profit and loss of a large complex program.  Directs all phases of programs from inception through completion.  Responsible for overseeing a program contained at one primary geographic location however covering remote locations and multiple business functions and employees assigned to the program.  Responsible for managing and overseeing the activities of all contractor personnel as well as subcontractor and teaming partners. Provide management, direction, administration, quality assurance, and leadership execution of the contract. Effectively and efficiently support the missions of USARPAC, its component commands and their subordinate commands, and other strategic and operational partners.  Work to promote collaboration and integration across the Command, its directorates, and strategic and operational partners in order to drive efficiencies in resource utilization and logistics operations across the AOR, ensuring the Command’s ability to achieve its logistics and sustainment objectives in theater. Develops new business or expands services with the customer.  Establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.  Directs the work of employees including management level assigned to the program from technical to administrative duties.  Other duties may be assigned, as necessary.  Minimum Qualifications 10 years relevant progressive experience with Bachelors in related field; or 8 years relevant progressive experience with Masters in related field. Recent experience (within the last five years) working at or one echlon below the Combatant Command J4. Possess a current Project Management Professional (PMP) certification from Project Management Institute (PMI) or have the ability to obtain one.  Strong leadership, diplomatic and motivational skills including the ability to lead up, across, and down multiple business and technology organizations.  Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence.  Clearance- Must possess and maintain a TS/SCI Preferred Requirements Managing programs >$100M annually. Managing projects and/or programs with multiple OCONUS performance locations Managing projects and/or programs with multiple customers, funding streams, and in forward deployed and potentially contested environments.  Experiencee with Status of Forces Agreements (SOFA) and other partner nation requirements, regulations, and processes within the AOR. Possess a current certification in at least one of the following: PMI-PMP; PMI-PgMP certification.
