Location: 6520 Basile Rowe, East Syracuse, NY 13057
Salary: $24.02 - $26.45
Full Time: Monday to Friday, 8:30 a.m. to 4:30 p.m.

Our focus is supporting individuals by ways of residential housing, mental health and clinical services, and immersing our participants in community engagement. Working closely with the Office for People with Developmental Disabilities and the Office of Mental Health, we support 27 housing locations and 3 administrative buildings.
About the Role
The Program Manager for Enhanced Young Adult Housing is responsible for managing and coordinating program operations, personnel, and properties of assigned community residences. The program provides housing and restorative services to individuals aged 18 through 25 diagnosed with serious mental illnesses, ensuring excellent program services and meeting agency goals and objectives.
Key Responsibilities
Monitors the Provision of Services to Program Participants
+ Observe interactions between staff and participants to ensure services are implemented according to agency standards.
+ Coordinate and/or respond to crisis situations to support residents and staff, reducing the need for external intervention.
+ Ensure appropriate program occupancy by coordinating admissions and discharges with the Program Director and MH Residential Intake staff.
Supervision of Assigned Staff
+ Collaborate with the Program Director and Human Resources department in all personnel processes including hiring, supervision, training, evaluation, and termination for the assigned program.
+ Train assigned staff on program procedures and service competencies.
+ Ensure program staff participate in required trainings.
+ Monitor and approve timecards for assigned program staff.
Oversees and Maintains Program Sites
+ Collaborate with Property Management to ensure efficient utilization and maintenance of properties, ensuring that assigned sites meet NYS Office of Mental Health (OMH) standards.
+ Assist the Program Director with establishing and maintaining positive relationships with property owners to ensure an adequate supply of appropriate facilities for program needs.
Manage Program Finances
+ Coordinate spending for programmatic needs within the department budget.
+ Monitor equipment, furniture, and supplies to ensure proper function and usability.
+ Prepare reports and documentation related to Medicaid billing along with any fiscal data as assigned.
+ Manage program petty cash, keeping accurate logs and reliable accounting.
+ Oversee participant allowances distribution, per OMH regulation and agency policy.
Maintain Appropriate Records and Prepare Reports
+ Oversee on-time and Medicaid-durable documentation of services to participants.
+ Understand and adhere to all regulations, policies, and procedures, including Corporate Compliance, Personnel Policies, HIPPA, and the Code of Ethics.
+ Complete orientation and training with staff as assigned.
Community and Teamwork
+ Encourage linkages between assigned programs, other Agency services, and community providers.
+ Assist MH Residential Intake and Admissions with conducting program tours and intake processes upon request.
+ Participate in Agency committees, community meetings, and regional or state program networks as assigned.
Other Duties
+ Perform other related duties as requested.
Education & Experience
An Associate’s or Bachelor’s degree in a human service field plus clinical experience working with adults or children with mental health diagnoses is required. Supervisory experience is strongly desired, and experience in mental health housing services is preferred. A minimum of three years’ experience working with adults or children with mental health diagnoses may be substituted for education.
Conditions of Employment
Candidates must have a valid NYS Driver’s license in accordance with the Agency Vehicle and Driving policy and have transportation necessary to meet departmental needs. A flexible schedule is required to accommodate occasional early morning, evening, or weekend commitments. The role includes shared on-call responsibility.
