HEAD START/EARLY HEAD START
Through our Head Start and Early Head Start programs, we work with children (ages 0 - 5) and their families to provide the skills, confidence and stable home life necessary for a smooth transition into kindergarten and beyond. Children also receive a broad array of health services including screenings and referrals, maintenance of immunization schedules, nutrition assessments and follow-ups, mental health assessments as part of initial screenings, and determination if any developmental or physical delays are present. Children receive health and dental services and have access to ongoing and acute and routine health and dental care. Enrolled children receive healthy meals, along with an assessment of their nutritional needs and the necessary follow-ups. Nutrition education is available for parents and incorporated into daily classroom activities for the children.

JOB SUMMARY AND PURPOSE
The Program Manager- Family and Community Engagement supports program efforts toward systemic and integrated engagement of families and community that programs can use to foster strong relationships and support positive outcomes for children, families, and staff. Their responsibilities are planning, development, and implementation, as well as coordinating and monitoring the Parent, Family & Community Engagement Program Plan for all the VOALA Head Start and Early Head Start Programs. They oversee and support staff in organizing parent groups and committees necessary to assure parent engagement and leadership. They also ensure staff support families in receiving social service information appropriate to their needs. Further, they will provide guidance for the Father/Father-figure Engagement initiatives
Specific duties include:
+ Supervise, train, direct, and evaluate the Family and Community Engagement Coordinators, Program Assistants, and team members;
+ Attend interagency, organizational, and committee meetings as appropriate. Provide ongoing monitoring and support at meetings for the Head Start Policy Council, Executive Committee, Parent Center meetings; and monitor the Program Governance requirements, such as Non Federal share requirements;
+ Ensure on going monitoring and follow-up is being conducted for family goals, needs, and interests. Regular monitoring to ensure that program goals and objectives are being met, and prepare staff for Federal and State reviews;
+ Collaborate with community organizations to collect and disseminate information, including the arrangement of trainings and services. Collaborate with outside agencies to advocate for the needs, goals, and resources of Head Start families;
+ Utilize data to determine training needs. Design and deliver training to staff as needed on topics including data competency, PFCE framework, and program goals and objectives. Collaborate with other department managers to ensure parent training and ongoing engagement opportunities are provided;
+ Coordinate efforts to link staff and families with appropriate resources. Develop and community resources;
+ Analyze data, individually and within teams, to develop result-driven quality improvement plans;
+ Develop ongoing monitoring protocols to ensure compliance with Family Engagement Framework;
+ Provide assistance and consultation to ensure that written policies and procedures are kept current and monitor to ensure all documentation is within compliance with all Head Start Performance Standards;
+ Other duties as may be needed to fulfill program requirements.
Qualifications
REQUIREMENTS:
+ Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
+ Proof at the time of hire
+ TB clearance within 6 months prior
+ Annual Influenza vaccination (between Aug 1 - Dec 1)
+ Pertussis (whooping cough) and measles immunization
+ Health screening at the time of employment
+ Requires ability to interact with children in a busy environment including, but not limited to:
+ Able to lift up to 50 lbs.
+ Frequently kneel and squat
+ Ability to move quickly
EDUCATION:
+ Bachelor-s Degree in Social Services, Sociology, Psychology, or a related fieldOR Five years of professional-level experience in specialty areas preferably in a social service environment.
EXPERIENCE:
+ Professional expertise in specialty areas of Family Services.
PREFERRED QUALIFICATIONS:
+ Graduate Degree in Social Services, Sociology, Psychology, or a related field.
+ Demonstrated teaching or training skills.
+ Head Start experience
+ Family Needs Assessment tools

+ Bilingual English and Spanish (written and verbal).
