Shields Point, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for an (OCONUS) Program Manager.  As the INL Senior Justice/Rule of Law Advisor (SJA) in Haiti, the incumbent assists INL/PAP by advising and monitoring Justice sector reform efforts at post. The SJA is responsible for monitoring, advising, and collaborating with INL project managers in accordance with the appropriate INL pillar program manager and the COR to ensure high quality training, mentoring, and technical assistance, as well as proper design and implementation of programs to foster institutional capacity and professionalization of Government of Haiti’s (GOH) criminal justice institutions.

Such implementers may include the United Nations Development Program (UNDP), UN Women, BINUH, the American Bar Association – Rule of Law Initiative (ABA-ROLI), and others. The SJA shall also liaise in close coordination with HNPs judicial police, prosecutors, defense lawyers, bar associations, judges, court staff, corrections services, other rule of law entities, and justice-oriented civil society organizations at the executive and mid-level leadership levels. The SJA shall also mentor executive, mid-level, and entry-level officers in legal, judicial, human rights, and other rule of law skills development, best practices for justice institutions, and best practices in judicial procedures and human rights observance for INL projects.

Assess/Advise:

Participate in the continual analysis and evaluation of Haitian criminal justice institutions to include assessments of the organizational and operational capacities of the various elements of the judicial police, prosecutors, defense lawyers, judges, courts, prisons, bar associations, and other related justice agencies. Provide expert advice on justice and human rights issues in the Haiti portfolio to the INL/PAP Program Staff. Analysis and evaluation shall cover criminal justice institutions at the national and provincial level, as well as specific municipal entities and sub-divisions, such as the judicial police units, local bar associations, civil and criminal courts, prisons, justice, and other criminal justice entities. The assessments shall include operational effectiveness, leadership, training, outreach to civil society, mobility, communications, procedural and administrative skills and competencies, and equipment. The incumbent shall also visit, review, and analyze the capabilities of justice-related academies, training facilities, and educational institutions that work with INL-PAP-supported projects, and advise INL-PAP on projects, policies, and events to pursue to increase efficiency and productivity of the provincial academies and training facilities. Provide advice and technical assistance to prosecutors, defense lawyers, court officials and staff, judicial police officers, corrections officials and officers, bar and legal associations, justice and legal-oriented academies and educational institutions, the National School for Magistrates and Administration (ENAM), and other criminal justice officials and officers, as requested, in improving operations, investigations, procedures, administration, resource management, internal discipline, and overall efforts at expanding the capabilities and modernizing criminal justice institutions in Haiti. 

Maintain Political Liaison:

Generate support for and actively advance U.S. policy objectives with key host government officials. Under the direction of the INL-PAP in coordination with and in coordination other U.S. agencies, as well as other international donors (e.g. BINUH, UNDP, UN Women, EU Delegation), coordinate activities and avoid repetition in order to ensure a coherent approach to criminal justice sector assistance in international criminal justice programs.

 Program Planning, Development, Implementation and Budgeting:

Provide strategic planning and process development guidance to the INL/PAP on all phases of project execution from development through implementation, including planning, scheduling, budgeting, monitoring, and coordination. Plan and develop training projects in accordance with U.S. Embassy and U.S. Department of State goals and objectives; work with implementers to improve implementation, while monitoring and reporting on significant developments; evaluate project results; and, as necessary make mid-course adjustments, and when complete, aid in monitoring and evaluation as part of project close out procedures. Coordinate closely with INL implementers, USAID, BINUH, EU, and other international donors to implement regional projects of basic, intermediate, and advanced training courses to develop the capacity HNP judicial police (DCPJ), prosecutors, defense lawyers, judges, court staff, prison administrators and staff, and other criminal justice entities in basic legal, judicial, human rights, and corrections skills, and basic, intermediate, and advanced investigative techniques. The courses shall include standardized training in legal and judicial skills and procedures, ethics, professionalism, human rights, and community outreach and communication. Guided by the INL Haiti’s country strategy for extending capacity building and professionalization for criminal justice entities, the advisor shall recommend additional courses and efforts to advance objectives in the strategy. Work with INL/PAP to provide technical assistance to INL implementing partners and Government of Haiti justice sector officials and officers to improve national and provincial standardized training courses for prosecutors, defense lawyers, judges, court staff, judicial police, prisons, and other criminal justice personnel, ensuring that the courses are approved by the leadership of these entities, the Ministry of Justice, and other relevant GOH government offices and agencies. Provide feedback to INL/PAP to improve training and technical assistance projects. Identify logistical support requirements; provide advice and assistance in preparation of documentation for procurement of technical services, training, and commodities, and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery of items procured to support INL Port au Prince projects in Haiti.

 Working Responsibilities:

• As directed by INL-PAP and with receipt of guidance from the appropriate INL Pillar Program manager in alignment with the approved SME workplan.

 Briefing and Reporting:

Prepare, coordinate, and ensure the timely issuance of one-time and periodic reports on INL-supported projects to include the impact of legislation and the political environment on state and local force development. Prepare periodic status reports, budget reports, and program reviews. Track progress of training in achieving larger INL PAP goals. Brief INL/PAP members, and report on major issues involving Judicial Police, prosecutors, defense lawyers, judges, court staff, corrections officials and staff, and criminal justice institutions, including but not limited to, the status of justice and human rights training, justice reform, the Special Criminal Court, justice sector-community relations, accessibility to legal services, violent crime reduction, and other rule of law efforts.

 Security of Training Teams and Personnel:

Maintain points of contact with GOH prosecutor, defense lawyers, bar associations, judicial police, judges, court personnel, corrections officials, officers, and staff, and local authorities for determining the state of criminal justice operations and training areas to assist in the development of security plans and developing threat assessments.

 Other Duties:

Conduct other duties and responsibilities as dictated by the INL/PAP.
