The Bureau of Population Health in the Division of Medicaid is seeking a Program Manager to manage value-based initiatives including the Healthy Connections Value Care program. We are searching for individuals with exceptional critical thinking skills; communication and interpersonal skills; problem solving skills; and the ability to exercise good judgment within a context of competing priorities, agendas, and partner sensitivities. The ideal candidate will have experience in healthcare, project management, quality management, and compliance. We are seeking an individual who is adept at cultivating strong stakeholder relations and implementing value-based care initiatives. This position will report to the Division’s Quality Director and will work closely with colleagues throughout the Division, as well as with external stakeholders, including leadership from hospitals and primary care organizations. The Division of Medicaid provides healthcare coverage and services to promote the social, economic, behavioral, and physical health for over 300,000 Idahoans. Idaho Medicaid promotes an outcome-based, efficient health and human services delivery system. Applicants must be Idaho residents or willing to relocate. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role. SPECIALTY MINIMUM QUALIFICATIONS: + Expertise in managing and improving program development and performance. Typically gained by at least one year experience managing and improving program development and performance. + Expertise in developing or reviewing and evaluating health-related informational material. Typically gained by approximately one year of experience or equivalent college coursework in the health/science field that included developing or reviewing and evaluating health-related education materials such as brochures, fact sheets, and educational curricula. + Expertise in conducting fact-finding interviews and interpreting statistical and narrative information. Typically gained by at least one year experience conducting fact-finding interviews and interpreting statistical and narrative information. + Expertise in preparing oral and written reports of study findings and recommendations. Typically gained by at least one year experience preparing oral and written reports of study findings and recommendations. + Considerable knowledge of Health and Human Service programs. Typically gained by at least two years' experience working with Social Service programs which may include Self Reliance Benefits Programs. Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants. + Good knowledge of value based care, reimbursement methodologies and managed care. Typically gained by at least three (3) years of senior level management experience related to health care coverage in a public or private organization. + A Bachelor or Master's degree in public health, business, health administration, health education, health sciences, or related field is preferred.
