PROGRAM MANAGER (MISSION SUPPORT OFFICER)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is located at an Air National Guard aviation base, which located on, and is a tenant of a United States Air Force base, or other service base. DEFINITION OF AREA(S) OF CONSIDERATION: Area 1 = Officer and Enlisted members of the Louisiana National Guard. Responsibilities Duties & Responsibilities: 1. Provides group level direction and management for work characterized as infrastructure support for organizations of a tenant ANG base. Directs work to be accomplished by an organization consisting several full-time direct-report subordinate supervisors and a up to 100 base support employees in technician grades up to GS-12, Active Guard/Reserve (AGR) military grades up to Lt Colonel, and assigned state program and contract employees engaged in supervisory, professional, technical and administrative work. The base level of work managed and directed is determined to be GS-11. Directs and supervises, through subordinate supervisors, staff and production functions affecting base operating support through a wide variety of high cost, sophisticated communications and computer systems, personnel data systems, and associated equipment that comprise a significant share of base fiscal resources. 2. Implements the host Mission Support Group portion of the Designed Operational Capability (DOC) Statement of the unit and/or the Emergency War Orders (EWO). In support of USAF Air Expeditionary Force (AEF) Expeditionary Combat Support (ECS) requirements, develops and implements unit plans for execution of deployments and contingency objectives to meet USAF and Joint Chiefs of Staff (JCS) goals. Coordinates required AEF planning and resources with other ANG and USAF units, the National Guard Bureau, and other higher headquarters agencies to support and implement the AEF mission. Represents the wing at scheduled national-level planning conferences to commit wing personnel and materiel resources to sustain AEF/ECS tasking. 3. Directs the unit Status of Resources and Training Systems (SORTS) and AEF Reporting Tool (ART) reports for all mission support functions to reflect unit mission capability under wartime conditions. Identifies training, personnel, and equipment requirements, and ensures the readiness capability of each assigned unit. Assesses the status impact on organizational programs and resource management. Serves as primary advisor to the wing staff concerning application and implementation of new technologies that affect tenant base operations. Maintains awareness of technological advances and oversees application and implementation of high technology issues and developments associated with command, control, communications, and computers (C4), personnel data systems, air base operability, and security systems. 4. Ensures host Base Services support is available to the tenant ANG wing for mission requirements and base wide needs. Monitors adequacy of Prime RIBS training and deployment programs. Monitors daily and contingency food service, billeting, laundry, morale, welfare and recreation (MWR), mortuary services, childcare, honor guard/funeral honors programs, and library/learning resource centers. Oversees wing billeting, food, and service contract budgets. Oversees the Wing Survivor Assistance Program, and the training/assignment of family liaison officers. Establishes, monitors, and evaluates the wing fitness program to meet worldwide readiness and deployment standards. Develops, implements, and manages the services of non-appropriated fund instrumentalities (NAFI) at authorized locations. When required, serves as wing Mortuary Officer, or supervises assigned mortuary officer(s). 5. Directs the overall management of wing/base security and resource protection programs that include 24-hour, multi-shift physical security, information security, communications security, and personnel security management, as authorized. Oversees any assigned Federal and state security personnel. Ensures security programs are developed and implemented as directed by DOD, USAF, MAJCOM and ANG policy directives. Appoints and chairs a Wing Installation Security Council, and participates in similar host base councils, which establish security policies, guidelines and initiatives for the protection of all base personnel, military aircraft, and equipment. Serves as a senior official on the wing Anti-Terrorism/Force Protection (AT/FP) Working Group. Monitors combat arms training program to ensure SORTS reportable small arms training is conducted as required. 6. Oversees aerial port operations (where assigned by weapons system and not provided by the host base). Responsible for management oversight of processing, loading, and off-loading of passengers and cargo on all types of military and commercial aircraft, proper configuration of cargo for airlift, and correct documentation of hazardous cargo. Supports operations group airdrop-training programs with drop zone support. Ensures training of assigned personnel on loader equipment, load planning, hazardous materials inspection, joint inspection, and night vision goggle operations. Ensures the aerial port unit is organized, trained, and equipped for base airlift support and worldwide contingency deployment. 7. Performs other as duties as assigned. Requirements Conditions of Employment 1) National Guard Membership is required. 2) Males born after 31 December 1959 must be registered for Selective Service. 3) Federal employment suitability as determined by a background investigation. 4) May be required to successfully complete a probationary period. Qualifications GENERAL EXPERIENCE: Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess at least One (1) year of specialized experiences at the GS-12 level; AND/OR at least Thirty-six (36) months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions; experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
