The One Acquisition Solution for Integrated Services Plus (OASIS+) is a government-wide multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract administered by the General Services Administration (GSA). The Program Manager (PM) is tasked with supporting and managing all SKA’s OASIS+ initiatives. Within the framework of the OASIS+ unrestricted program, the SKA PM will seek and implement contracts that enable federal agencies to swiftly acquire a diverse array of complex professional services from multiple vendors, allowing for flexibility in task order placement tailored to their specific requirements. This approach facilitates a more efficient means of accessing services across various domains, including management and advisory, technical and engineering, research and development, environmental, facilities, and logistics. Support may be provided at customer facilities, whether government-owned or government-leased, both within the continental United States (CONUS) and outside of it (OCONUS). The OASIS+ PM, who reports to the Director of Programs, will be located at one of the S&K Aerospace Business Unit’s facilities in Warner Robins, GA. This individual will be pivotal in ensuring the overall performance and execution of the IDIQ contract for all awarded Task Orders, as well as in the development of Requests For Information (RFI) and Requests For Proposals (RFP). The OASIS+ PM will serve as the primary point of contact for customers concerning contract execution and related requirements, acting as the intermediary between government contracting personnel and SKA management on all contractual and operational matters. Furthermore, the OASIS+ PM shall ensure full compliance with the contract's terms and conditions while ensuring the fulfillment of all performance, administrative, and reporting obligations.
Program Management
Provide program management on assigned programs including detailed transition plan preparationMonitor and direct performance of all services to the customer and ensure cost, schedule, and programmatic objectives are met within budget and schedule constraintsEnsure work is performed properly to the complete satisfaction of the customer and per all contract requirementsResolve customer complaints and/or disputes per contractual requirements or regulatory requirementsAct as the primary interface between the company and the customer (normally through the Contracting Officer’s Representative)Lead coordination efforts with the customer and corporate headquarters personnel for contract modification reviews and implementationLead efforts to develop pricing for company-provided services on respective contractsEnsure that program-specific metrics are accurately reportedConduct ongoing and periodic assessments (including benchmarking against other organizations) of performance on all contract elements to identify areas of weakness to remedy and opportunities to pursue superior performanceRepresent the company at Program Management Reviews, customer meetings, and other forums as necessaryOversee the contract closeout process when all the terms and conditions have been met (if applicable)Apprise the VP and other senior management on program status and provide advice on issue resolutionTravel in support of the program, customer, and companyEvaluate subcontractor performance (when applicable) and facilitate process improvement as necessaryClient/public facing including frequent interaction with customer, regulatory, and subcontractor personnelResolve personnel disputes between employees per company policies.Administration

Related work experience may be substituted for education requirements in increments of 2 years of direct experience is equal to a full year of education. This will require 8 years of direct experience if substituting experience for education. A total of 15 years of experience is highly desirable.ExperienceA minimum of fifteen (15) years’ experience in Program or Project Management, including all aspects of project development and execution is preferred of which ten (10) years’ experience in a technical program management or leadership role is highly desired.Minimum of five (5) years of supervisory/leadership experience required.Extensive knowledge of government contract management and experience with DOD policies, programs, and operations is highly desired.Five (5) to seven (7) years of experience managing Air Force Maintenance, Logistics, or equivalent Task Orders is highly desiredLicense, Cert or RegistrationMust have a current driver’s license.Ability to obtain a Passport. Ability to satisfy a background investigation to obtain a security clearance.Must have proof of U.S. citizenship or authorization to work in the U.S.Special knowledge, skills, & abilitiesMust be able to perform each duty assigned thoroughly and independently, without supervision on short-term and long-term projects. Must possess an excellent command of the English language; must possess the ability to write routine reports and correspondence as well as, the ability to speak effectively before groups of customers or employees of the organization. Must possess an excellent understanding of technical issues and possess the ability to work within the U.S. Government contractual realm.
