Program Manager of Operations

Pay $65,000 - $70,000 annually

The Program Manager of Operations (PMO) for Community Health and Behavioral Services (CHBS) is responsible for providing leadership and administrative management of Certified Community Behavioral Health Clinic (CCBHC) operational functions.

 

This includes ensuring that functions related to running efficient daily operations are met and maintained. “Daily Operations” is defined as all functions that support the provision of high-quality behavioral health services. This position advises on and facilitates implementation of policies, protocols, and workflows which enhances service delivery. The PMO is responsible for initiating process improvement activities through identifying opportunities for more efficient practices and works with key stakeholders to address a plan for change and fully implementing plan.

 

Core Responsibilities 

Ensure all CCBHC operational practices are maintained in accordance with clinical, regulatory and best practice principles. Oversee activities of all assigned staff; train, coach, mentor and develop staff to promote accountability for assigned duties. Oversee the daily work of front office staff at all clinic locations and support their leadership team in ensuring assigned duties are done accurately.   Oversee the billing specialist staff and ensure that they maintain accurate and timely review and approval of all encounters completed. Ensures program staff maintain access to relevant insurance provider portals, provides access to staff, and monitors payor updates that impact services at CHBS. Acts as a point of contact for agency revenue cycle team and works collaboratively to solve billing errors. Oversees daily operational procedures that ensure appropriate consents are collected and maintained. Participates in initiatives based on grants, special funding and leadership direction. Works with clinic and leadership team to achieve goals and objectives related to initiatives and regulatory requirements. Monitor daily, weekly and monthly deliverables assigned to areas of oversight. Proactively communicate with clinic leadership about potential issues identified to support the problem-solving process. Act as a point of contact and liaison for internal and external providers and contractors, as assigned. Represent the CCBHC within the Community and Agency; as requested. Oversee the process of tracking Information Technology Helpdesk tickets for completion Oversee all operational matters related, to include tracking of building maintenance ticket requests and cleaning service needs. Communicate to appropriate agency support systems to facilitate timely and accurate completion of cleaning, building and other needs of the facility. Oversees the clinic level process for proactive identification of self-pay clients and sliding fee scale application. Facilitates with Revenue Cycle as needed. Oversees the credentialing process for payors through ensuring up to date information is maintained on participating providers by payor and maintains open communication with scheduling and clinical leadership about provider ability to see clients based on credentials and payor type. Oversees the operational process of fulfilling invoices and requisitions timely.  Maintain timely and effective internal and external communication and problem resolution to ensure smooth and efficient operations. Interviews, hires, and orients new staff and utilizing all support tools provided by the organization. Provide personnel management of assigned staff. Facilitate routine meetings with assigned staff to promote team cohesiveness and proactive communication with team. Generate and maintain department or program specific reports, databases, charts and records as directed.

 

Qualifications

Associate degree required in a related field of medical or health management, bachelor's degree preferred. 3-5 years' experience total with 2 years supervisor experience in an office setting preferred. Must possess an interest and knowledge base in the provision of mental health services. Must possess the ability to make independent decisions when circumstances are warranted. Must possess the ability to take initiative and exhibit follow through on all tasks. Position requires excellent written and verbal skills. Must have good personnel and customer service skills. Intermediate Computer Skills (Windows, Outlook, Adobe Acrobat, Word, Excel) required. Experience with Electronic Medical Record preferred. Travel is required. Must have a valid NYS Driver’s License.
