Program Manager - REMOTE
Summary This position is in the Office of Civil Rights within the Federal Transit Administration. You will manage national programs to help promote, ensure, and verify FTA funding recipients’ compliance with federal civil rights requirements, along with other civil rights programs and projects. FTA’s Office of Civil Rights supports mobility and economic development in America’s communities by promoting nondiscriminatory public transit through technical assistance and oversight. Responsibilities As a Program Manager, you will: Manage programs and execute tasks that communicate and engage with internal and external stakeholders to promote compliance with federal civil rights requirements within the transit industry nationwide and advance nondiscrimination and accessibility initiatives. Oversee the processing of discrimination complaints filed by members of the public against local transit agencies under the Americans with Disabilities Act, Title VI of the Civil Rights Act, and the Disadvantaged Business Enterprise (DBE) program; including processes related to tracking, analysis of issues, investigative approaches, deadline adherence and quality control, and issuance of final agency decision letters. Draft and review for sufficiency a high volume of correspondence addressed to the public, DBE firms, transit agencies, FTA personnel, and others related to program issues and trends, investigative findings, and evaluations. Manage FTA’s internal Equal Employment Opportunity (EEO) program, ensuring agency adherence to all program requirements and reporting program activity and recommendations for process enhancements to the agency’s designated EEO director. Evaluate and document program performance; conceive of, propose, and initiate action plans to address or solve issues; and prepare and deliver regular reports and briefings to senior leadership that provide expert analysis regarding program status, trends, and proposed process changes. Represent the Office of Civil Rights and FTA at meetings, conferences, webinars, and other events and communicate complex, technical, and/or sensitive information in a way tailored to meet the audience’s needs and advance the agency’s objectives. Serve as a Contracting Officer’s Representative to manage contracts, task orders, or other agreements entered into on behalf of FTA for work involving civil rights program implementation. REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience managing civil rights programs or projects related to public transportation involving teams, contractors, or stakeholders. Experience analyzing, evaluating, or investigating external and internal civil rights issues and developing solutions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project management – Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. Communication-- Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media. Contract management-Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Problem solving-- Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. Research and analysis-Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
