Program Manager (Technical)

Location: Aberdeen Proving Grounds, MD

Clearance: Active TS/SCI

 

The Program Manager role leads a major DevSecOps (DSOP) program within a DoD environment supporting Signals Intelligence and Digital Signal Processing (DSP). In this role, the successful candidate will be able to lead the overall tasks on a medium-sized program to roll out critical DSOP methodologies, manage program risk, lead client management, oversee profit and loss, manage staff and subcontractors, and help ensure a team of SMEs deliver for the client’s mission needs in an Agile framework. The PM produces cost data, specifically the top-level cost of the Agile team over time, software costs, hardware costs, cloud service and computing (including bandwidth and storage costs), licensing costs, and program management costs for the DevSecOps of Government Owned Software (SW) continuous delivery pipeline. This role will help lead tasks to implement a DevSecOps environment that includes Infrastructure as Code (IaC), Software as a Service (SaaS), and CI/CD pipelines. Internally, the PM will track financial data and help ensure the program is executed successfully within PWS requirements and financial goals. This role will also enable career growth with the opportunity to support business growth, lead personnel management, and take on greater responsibilities as additional contract opportunities arise.

 

This program will have a hybrid schedule with time required weekly at the client location in Aberdeen, MD (approximately 50%). Occasional travel to Integral Federal HQ in Tysons Corner, VA will also be required.

Responsibilities

· Coordinate with the contracting organization’s program office to enable timely problem resolution.

· Properly align staffing requirements.

· Facilitate product reporting in line with Agile delivery methods. Per Agile Scrum, the Contractor’s Project Lead will be expected to work with the Product Owner and Scrum Master to develop Product / Sprint plans and reporting in line with Agile Scrum delivery approaches.

· Support client’s decision-making process as they role out new DSOP processes and technologies

· Manage stakeholder expectations and be the lead client relationship manager for the program

· Lead personnel and subcontractor management

· Prepare Monthly Status Reports

· Meet P&L goals

· Identify program risks and develop mitigation strategies

· Meet organic growth goals

· Support of capture and proposal activities for adjacent program opportunities

Qualifications

Required:

 

· B.S. degree in Management, Business Administration, Computer Science, or related field is required

· Ten (10) years of Experience with computer systems engineering and/or software development

· Demonstrated success in leading systems modernization within an Agile environment

· Minimum two years’ experience managing a DevSecOps project; prefer four years of experience working within a DevSecOps environment to include tools and methodologies

· Familiar with deploying software at the TS/SCI level to NSA Network (NSANet).

· Familiar with NSANet approved tools for system configuration and management (e.g., SIMP, Puppet, Ansible, and CS2 Scripts).

· Have experience with third-party Government-off-the-shelf (GOTS) software (e.g., Salvage and WSTL).

· Ability to develop and maintain a Project Management Plan

· Possess an active TS/SCI Clearance

 

Preferred:

 

· Demonstrated experience with any the following technologies:

o Kubernetes

o Gitlab

o Cloud Native

o AI/ML

o Python

o GPU

o Containers

· Experience with SIGINT, Digital Signal Processing, or Electronic Warfare software systems is a plus

· Knowledge of the DoD DevSecOps Reference Design

· Knowledge of Product Management best practices
