Program Manager- Transmission Line Refurbishment

Why you should join our team As the Program Manager of the Transmission Line Refurbishment Program, you will have the opportunity to collaborate and work with every functional area at VELCO to develop and build the electrical infrastructure to meet the energy and reliability needs of Vermonters. How you will make an impact You'll drive innovation with state of the art designs and technology to cost effectively build VELCO's reliable electrical infrastructure. The Program Manager- TLR Transmission Lines will manage the successful execution of the Transmission Line Program at VECLO by working closely with project sponsor, cross-functional teams and assigned project managers to develop the scope, deliverables, required resources, work plan, budget and timing for new initiatives. Analyze, evaluate and overcome program risks and produce program reports for managers and stakeholders. Plan, budget, document, oversee and lead various projects within the program from conception through completion. Represent the company in the interaction with stakeholders, including state and federal regulatory staff, members of the public, landowners, and distribution utility staff. Provide analysis of financial and schedule performance and provide reports on the status of the program and project efforts to management, as well as the VELCO Board of Directors. Responsibilities + Strategize, implement and maintain program initiatives that adhere to organizational objectives + Coordinate internal and external resources and lead program and project planning sessions. + Manage program and project teams by coordinating and leading cross-functional project initiatives + Ensure program and projects meet deadlines. + Manage program and project costs according to budgets. + Manage relationships with stakeholders. + Manage the development of bidding documents including Requests for Proposals, evaluations and internal Challenge Board requests. + Develop evaluation methods to assess program strengths and identify areas for improvement. + Develop, sign off and oversee contracts for both materials and services. + Develop outage schedules when necessary. + Monitor the performance of staff and contractors to ensure the successful performance of work in accordance with project plans and company requirements. + Develop work plans and schedules to effectively manage resources necessary for the execution of projects. + Develop annual capital budgets and update quarterly forecasts for assigned program and projects. + Provide written and oral testimony during the application and formal proceedings necessary to receive a Certificate of Public Good under VT Section 248. + Develop commissioning plans and execution according to established processes. + Participate on strategic teams in alignment with company core behaviors. + Actively support the company's strategic initiatives in support of the company's mission and vision. Who you are A Bachelor's degree in Project Management, Engineering, Business Administration, or similar field is preferred. Relevant professional licenses are preferred, such as Professional Engineer (PE) or Project Management Professional (PMP) Certification. Minimum 7 years of prior, relevant experience with utility infrastructure projects, personnel management, and budgeting. Knowledge/Skills + Exceptional skills in leadership, time management, facilitation and organization + Superior written and verbal communication skills. + Excellent organizational skills and attention to detail. + Excellent time management skills with a proven ability to meet deadlines. + Excellent skills with Microsoft suite. + Strong understanding of project management practices as well as utility infrastructure projects. + Strong conflict resolution and negotiation skills. + Ability to scope, plan, budget and execute work. + Ability to be both creative and analytical. + Extremely detail-oriented and accurate. Important Considerations • VELCO is headquartered in Rutland, Vermont.
