SRF-JRMC ENGINEERING PROGRAM MANAGEMENT SUPPORT.

The Contractor shall serve in Code 300 as a Zone Manager, responsible for managing complex repair and modernization of a wide variety of shipboard equipment and systems in “Zone,” planning overall work assignments on an immediate and long-range basis in accordance with established schedule requirements, taking into consideration available trade skill supervisors, workers, equipment facilities, materials, and tools, participate in planning efforts and schedule development.  The Contractor shall explain work requirements to trade skill supervisors, setting deadlines, priorities and sequences to be followed for work operations, coordinate with assist trades/shops for scheduling and completion of work that supports the zone work package but is not accomplished within the zone boundaries; i.e., inside ship work, manage the work in assigned zone(s) to keep within schedule, properly identify new work as it arises to ensure that it is properly accepted and funded and analyze scheduling data on a weekly to daily basis and utilize that data to improve cost and schedule performance. The Contractor shall maintain liaison with key management personnel in all departments, offices, and divisions, including Project Superintendents, Assistant Project Superintendents, Type Desk Personnel, engineering supervisors, supply supervisors, surveyors and other personnel involved in shipboard engineering work. The contractor will meet all engineering program management milestones on schedule.

Engineering Project Support:

1.  Support the Project team in the execution of planned shipboard equipment/system repairs in accordance with reference (a) and (b); identify potential issues and provide recommendations for the Project team to implement and facilitate on-time completion of repairs.

2.  Support and communicate materials, parts, and equipment deficiencies to support planned shipboard equipment/system repairs.  Track and communicate material deficiencies to the Project Material Manager for resolution.

3.  Provide daily status updates regarding assigned equipment/systems repairs to C300 Project Superintendent, including resources/material constraints and recommended actions.

4.  Participate in daily production coordination meeting(s) and provide updates.  Ensure project management databases are updated and accurately reflect current work status.

5.  Support the Project team in identifying and resolving issues to ensure safe execution of work and efficient use of resources. 

6.  Provide technical assistance to trade skill supervisors, setting deadlines, priorities and sequences to be followed for work operations in accordance with established schedule requirements, taking into consideration available trade skill supervisors, workers, equipment facilities, materials and tools, participate in planning efforts and schedule development.

7.  Support the analysis of new and growth work and communicate recommendations to the Project Superintendent to ensure timely induction or disapproval.

8.  Support the analysis of scheduling data daily and communicate recommendations to the Project Superintendent to improve cost and schedule performance.

9.  Provide assistance to the Project Superintendent including, but not limited to, requisitioning, and maintaining temporary buildings assigned to the Project team, inventory of project team supplies, review and drafting of project lessons learned and project briefing documents, and participation in Project management process improvement working groups.
