**About the Department of Foreign Affairs & Trade**
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program and helping Australian travellers and Australians overseas.
The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.
As part of the Development Section, the Good Governance and Civil Society Engagement (CIVIC) team oversees and manages Australia’s governance, law and justice, civil society engagement, and people-to-people links initiatives in the Philippines.
About the Opportunity
DFAT is seeking two (2) experienced individuals to deliver technical and operational work for the CIVIC team. These individuals will be engaged as contractors for an initial period of six (6) months with a possible extension of up to six months.
Under direction of the CIVIC Portfolio Manager and working closely with Senior Program Officers in charge of the Coalitions for Change (CfC) and Fostering Advancement of Inclusive and Rights-Based Justice (FAIR) investments, the two (2) contractors will provide technical and operational inputs to programming and management of FAIR and CfC including support for its governance arrangements.
The **Program Officer** will:
+ Assist in the strategic planning, program and contract management, and stakeholder management work of the CIVIC team particularly in relation to CfC and FAIR, by:
+ Managing relevant agreements and engagements to ensure compliance with DFAT legislative, financial, and administrative frameworks, processes and guidelines.
+ Providing technical and operational inputs to program management, contract management, risk management, monitoring and reporting, and other performance and quality requirements in line with DFAT’s aid programming.
+ Supporting internal coordination arrangements, and engagements with external partners and stakeholders including with other like-minded donors.
+ Develop and support positive relationships with a wide range of policymaking and policy reform institutions, law and justice stakeholders including the Supreme Court of the Philippines, the Department of Justice, international and local NGO and CSO stakeholders, development organisations, private sector, like-minded donors, civil society, and other DFAT posts and Australian government agencies and institutions (e.g., Family Court of Australia; Federal Court of Australia).
+ Help ensure integration of gender equality, disability equity, social inclusion, and safeguards in all aspects of CfC and FAIR activities and engagements, including agreements and contracts.
+ Assist in internal and external coordination of public diplomacy opportunities for Embassy’s activities and engagements.
+ Coordinate and prepare briefings, speeches, strategic reports, and correspondence.
+ Coordinate, arrange and participate in visit programs and events for the Embassy’s senior management, the Development Section, and other high-level visits to and from the Philippines.
+ Communicate/promote Embassy’s activities at forums, cross-agency meetings, and events, as directed.
+ Support the broader work of the Development Section and the Embassy, as required.
**About You**
+ Tertiary qualification in development, law and justice, program or project management, sociology, economics, social work and community development, political science, development communications, international development, and international relations, or other relevant field.
+ At least five years’ experience in development or relevant sector, with demonstrated experience and knowledge of development and governance issues in the Philippines. Demonstrated experience within the law and justice sector and/or law and justice programming, particularly in the Philippines is an advantage.
+ Demonstrated experience and skills in program management, financial management, contract management, monitoring, and evaluation.
+ Demonstrated understanding of gender, disability, and social inclusion particularly in the context of governance, law and justice, and human rights.
+ Excellent analytical, research, writing and communications skills, including attention to detail.
+ Demonstrated capacity to undertake work independently, exercise good judgment, handle complex tasks and engagements.
+ Demonstrated ability to work effectively both as a member of a team operating in complex, political, and cross-cultural environments.

+ Proficiency in Microsoft Office applications and electronic data management systems.

**About PALMSS**
DFAT through the Australian Embassy in Manila, contracted Abt Associates (‘Abt’) to undertake the Procurement, Administrative and Logistics Management Support Services for Aid Program Delivery (PALMSS) Facility. The overarching objective of the Facility is to provide responsive and efficient sourcing, engagement, and management of individuals and/or organisations with relevant expertise required by the Embassy to complement existing staff capacity. These individuals and/or sub-contractors are expected to provide timely advice, inputs and/or services to the Australian Embassy in Manila with the aim of enhancing the effectiveness and efficiency of Australian aid investments in the Philippines.
PALMSS was tasked by the Australian Embassy to advertise for the Program Officer position to support the Good Governance and Civil Society Team of DFAT in Manila. While PALMSS is advertising the position, the Program Officer will be employed by the Australian Embassy in Manila.
