Job Description:

Support in planning and designing of construction activities and Undertake construction and FFW activities

Coordinate with the ADP Manager/PC in the planning,Calculate work norms for all food for work activities.Design construction activities according to the required standards.Prepare details of bill of quantity specifying materials and construction works.Selects site for constructionGives direction to FFW activities taking all the data and analysis from the fieldReport the completion of construction activities to the respective supervisor.Prepare reports and submit to ADP team leader.Perform other tasks that may be required by the WV township team leader or National office.

Support in procurement of construction

Coordinate tender and procurement processes.Ensure that procurement procedures are followed during tendering and supply of materials.

Monitoring for technical review of food/cash related activities and reports on problems for further action

Review monthly food/cash distribution plans and effective beneficiary lists, and ensure thatplanned distributions tally with the plans for commodities/cash receipts.Periodically monitor warehousing and receipt of commodities to ensure standards are met,including checking that commodities are stored to the required standard and that warehouse safety is maintained.Periodically monitor distribution to ensure necessary standards and SOPs are being achieved, including correct size of rations, completion of paperwork, and return of unused food/cash.Report any discrepancies in food/cash receipt, warehousing and distribution immediately to the food/cash coordinator, and take action as required.Ensure a thorough paper trail is available to document all food commodities/cash from receipt to final distribution, and that necessary documentation is available in both project and National office locations.Produce reports periodically and submit to food/cash coordinator.Monitor implementation of all cash for work activities.Verify the quality of materials from suppliers Before any materials are purchased.Verify the quality of materials supplied for any construction activities.

Reporting and other activities and Collection and Distribution of commodities reports, and Data Analysis

Report the completion of construction activities to the respective supervisor.Prepare reports and submit to ADP team leader.Perform other tasks that may be required by the WV township team leader or National office.Provide technical support and guidance to AP and project teams to ensure they have necessary understanding of food/cash management requirements.Review paper trail for food/cash management and distribution, checking warehouse ledgers, waybills, stack cards, distribution records and physical inventory count sheets.

Capacity building, systems operations and compliance;

Compare receipt and distribution records to verify accountability of food/cash used.

Coordination and collaboration:

Ensure that the food/cash resource projects are implemented as per the approved plan.

Required Professional Experience

At least 5 years’ experience in actual food/cash aid programme implementation previous exposure to food aid/cash programming.

Education, training, license, registration and certification

University Bachelor Degree in Civil Engineering or equivalentExperience international NGO or UN organizations has added value.Must have at least 5 years’ experience in community development construction activities including water development, school construction, road renovations, health infrastructure development, etc.

Preferred Knowledge and Qualifications

Experience in community mobilization is preferred.Excellent interpersonal, team management and organizational skills.Strong analytical, written and oral communication skills.Computer skills including Auto CAD, MS Word and Excel.
