Summary: The Program Operations Analyst II will focus on program management (PM) software to support our enterprise program management solution. Reporting to the director of Enterprise Business Solutions, this role emphasizes documentation, data accuracy, reporting, and the technical aspects of program data management. Responsibilities Essential Job Functions: Program Data Management Accurately enter, update, and main all program-related data, including invoices, staffing, training, deliverables, and cost data Track and manage the full program lifecycle, including initial entry, amendments, renewals, and completions, ensuring all changes are consistently reflected in the system Perform data analysis and conduct audits to identify discrepancies, drive improvements, and ensure compliance with government contracting standards, applying data integrity controls and standard taxonomy Compliance and Reporting Understands stakeholder requirements and provides structured and ad-hoc reporting to subsidiary leaders Understands internal requirements and provides metrics and analytics to support ISO, executive, and general service requirements Ensure adherence to established standards by implementing and monitoring data integrity controls Operational and Technical Support Provide support for contract data management including both entry and review of contract-related data, addressing common issues and supporting metrics Provide support for implementing and maintaining ISO certifications and CMMI model practices for subsidiaries Provide program-related support, training, and troubleshooting to subsidiary stakeholders Analyze operational and technical issues, identify trends, and recommend solutions for improvement Manage user access and license requirements, ensuring role-based access and principle of lease privilege applies Perform updates using SharePoint data sets, upload templates, and validating the success of data uploads Perform basic SharePoint updates to workflows, display data, actions, and processes System Analysis and Process Optimization Analyze, design, evaluate, and improve the program management system to enhance performance and user experience across functional areas Research and propose system enhancements for efficiency and future requirements, including cost, time, and action alternatives Perform test cases for new functionality, tracking issues to closure, and documenting functional releases Participate in complex, long-term projects such as training development for EBS tools, developing SOPs and reusable process assets Qualifications Necessary Skills and Knowledge: Proficiency in program data management and compliance reporting Ability to manage projects of moderate complexity and contribute to long-term initiatives Ability to embrace change, learn quickly, and thrive in a dynamic corporate environment Skill in working harmoniously within cross-functional teams to achieve common objectives Ability to prioritize tasks, manage multiple projects, and meet deadlines. Possesses attention to detail and effective problem-solving skills. Must have the ability to communicate effectively and diplomatically, both verbally and in writing, with co-workers and with outside agencies, partners, shareholders, and business associates Strong cultural awareness and sensitivity, with the ability to adapt messages and strategies for diverse audiences Basic understanding of relevant software, tools, and systems used in the corporate environment. This includes a proficiency in standard software applications, including Windows and MS Office Suite (Outlook, Word, PowerPoint, and Excel) Minimum Qualifications: Bachelor's degree in a relevant field or equivalent years of experience Minimum four years of relevant experience in program or project management Demonstrated experience managing program data, tracking deliverables, and improving operational processes Preferred Qualifications: Knowledge of compliance frameworks such as ISO standards or CMMI processes is preferred Previous experience working with Alaska Native Corporations (ANCs) Previous government contracting experience The salary range for this position is $87,000 to $105,000 annually.
